The 'quiet', historic part of Paris. This is the location of the Paris City Hall, where local government is centralized. A great deal of historical buildings are preserved here. Notre-Dame also happens to be where our Moderator is observing the war from. It is thus strictly off limits unless one is seeking sanctuary, is summoned, or has important matters to discuss with the Moderator.
