Nocturnia, a city steeped in crime as far as anyone can remember. If you're not in the mafia, you're connected to it. And if you're not connected to it, you're out there running on nothing but coffee and fumes trying to use your badge to stop it.

The gunfire and madness that riddles the neon streets would be enough to cause anyone to quiver in fear. But Nocturnia is unique. Anyone who lives in the city long enough, and has the right conditions met, get powers. The ability to control fire, to move objects with your mind!

It's not hard to see how Nocturnia, a city of a mere 500,000 people, could become a super-powered haven for the hundred-year-old crime families that call Nocturnia home.

This strange and esoteric power has called on many investigations by the nation's military. But with the unstable atmosphere of Nocturnia (ie. Super-powered mafia bosses killing any attempt of the military trying to assert dominance), the military has simply marked Nocturnia as ‘War zone 13’, and has quarantined it from the rest of the world. Massive black walls, helicopter and drone surveillance, and military presence bar anyone from entering or leaving Nocturnia.

Thus leaving the mafia bosses of Nocturnia freedom to assert control over the resources and people within the city. And, thus leaving the meager police force to attempt to bring peace to a city where the world has abandoned them.

Now, rumour is that a new criminal syndicate has popped up in the city, and that they are actually from outside the city. How it's possible is anyone's guess, but the tables of power are on the verge of incredible, and dangerous… instability.

Hey! So this is mainly a super-powered cops and robbers mafia RP, where you'll play as either a mafia boss, a detective, or somewhere in between. Super powers will range on the low and highly-specialized side.

Kidnaps will be encouraged. Coercion and manipulation will be encouraged. Interrogations for secrets and power will be encouraged. Expanding your territory or restoring order to territory will be encouraged. However, outright killing someone will not be encouraged, as I want to make PC's more valuable. Brainwash them instead, or something along that avenue.

Activity will be around 1-2 posts a week.
