Hey, so! I figured out a 'villain' (in the loosest sense of the word), so here we go!
(Spoilers ahead for anyone wanting to play Shin Megami Tensei: Devil Survivor 2.)

The Anguished One

Name: The Anguished One (aka Al Saiduq)
Universe: Shin Megami Tensei: Devil Survivor 2
Appearance: A name, simple, fleeting... Yet meaningless.
Personality: The Anguished One is... An enigma. That's probably the most succinct way to describe him, to be honest; often times, he'll pop in and give hints about whatever threat is being faced, but at others he might be causing something to happen behind the scenes. Occasionally, it feels as if he's a part of neither team. When there is a goal he wishes to accomplish, though, there is no limit to how far he is willing to go in pursuit of it.
Be that as it may, The Anguished One has an inclination to talk with people, because he just finds them interesting. He can hold conversations regarding deep thought just fine, but he absolutely sucks at understanding subtler nuances like sarcasm. He's getting better at it, though.
Abilities:

Spoilers Ahead!

Human Form: Resist fire/electric damage, null ailments.

• Drain: Steal some HP and MP from a target (for RP purposes, sap health and mana to replenish his own stores). Almighty (aka no element).
• Force Dance: Two to five gusts of razor-sharp winds. Will target enemies, but is random in regards to which.
• Recarm: Revive a KOed ally or demon. They'll be barely conscious... More or less.
• Force Amp: Make Force Dance do more damage. For the sake of the RP, it just means the wind hurts more. Yeah.
• Endure: If about to be KOed once, remain conscious instead. Can shift into Alcor form A or just bail at this point, honestly. If he shifts, Saiduq will regain some (read: a giant chunk of) health but loses his human appearance.

As Alcor, Saiduq has two 'forms' that he can assume, as seen here. Form A is on the top right, and form B is on the bottom left.

Alcor form A: Null physical attacks, resist all sans force and ailments; the former, he heals off of, and the latter he negates.

• Ominous Star: Fires a projectile that targets an enemy. If it connects, the target takes more damage from the next successful attack, regardless of origin.
• Mazandyne: Sends a massive gale towards enemies. Large radius.
• Life Lift: Passively heal over time.

Alcor form B: Takes massive damage from physical and force attacks, reflects all other magics.

• Deathbound: Sends a burst of heavy attacks towards random nearby enemies at the cost of some of his own health.
• Holy Dance: Similar to Force Dance, except with Almighty (non-elemental) bolts of energy.
• Chaos Stir: Mirrors any actions taken towards him while in this state.

While Alcor, he cannot summon or make use of demons actively. he can shift between forms A and B at will, but has a cooldown period between each shift.
Oh, and he can fly around at will. Walking helps him blend in better, though, but he prefers floating.

Demons:
Asura: Absorb fire, resist elec.

• Mighty Hit: Overexerts the body to swing down on an enemy. HARD.
• Inferno: Creates an all-consuming flame centered around self. Can heal off of said flames because of absorb fire, but only has so much mana to use for that.
• Enlightenment (Racial Ability): Consumes mana to make the next magical attack from himself and Saiduq do more damage. Passively reduces how much mana is consumed per use.

Seth: Reflect fire, resist phys, elec, and force.

• Holy Strike: Non-elemental magical flame that pierces physical defenses.
• Ice Dance: Similar to the prior dances, except with giant icicles now.
• Chaos Breath (Racial Ability): Naturally causes attacks and abilities launched to be done so at a farther range. Ex: punches send out shockwaves, and magic casts can target farther than before with the same amount of accuracy, if only at the cost of some mobility.

Beelzebub: Drain phys, null ailments, resist all magic.

• Multi-Strike: Sends out a flurry of attacks to all nearby enemies (represented as a swarm of flies being launched) at the cost of health.
• Makarakarn: No-sell one magic attack. Must be prepped in advance and Beelzebub cannot do anything while preparing. Prep lasts ten seconds, the spell itself for five. Weaker spells can be reflected, while stronger ones are just shielded (so no reflecting an Excaliblast or anything). Missiles and the like count as physical.
• Drain Hit: Physical attacks and Beelzebub's flies steal health off of what they hit.
• Blood Treaty (Racial Skill): Recovers mana to party (aka Saiduq and himself) scaled to damage dealt. Triples the effectiveness of skills that drain health or mana from a target.

Alice: Reflect phys (from a skill), negate ailments, resist all magic.

• Shield All: No-sell any one attack. Same restrictions as Makarakarn.
• Mediarahan: Recovers wounds of all allies sustained in the last two minutes, but cannot undo death or a KO. Once per skirmish, twice or more in an extended battle.
• Ultimate Hit: Attacks ignore physical defenses. They're really just slaps, though.

Alcor can only have one demon out at a time, and only while in human form.
The demons will be NPCs under my control and can be swapped out at will. They take a bit to materialize depending on size, though, and Saiduq has to desummon a demon before he can pull another one out.
Would have Botis and Bifrons, but those two were killed on the first world iteration and he never bothered using any resources to get them back. Now, he just uses the demons that the protagonist and co. left behind as they moved to their new world separate from the Akashic Record.

Alliance: Team Zuriel
Other: Comes from the end of the Triangulum Arc Perfect Ending. Can theoretically fuse more demons up by using Nicaea, which is manned by the two Ticos. Has a tendency towards giving the opposing side the tools that they need to overcome a situation, but more often than not seems to be testing their potential instead. Nicaea is redistributable, so in theory he can spread that out for use as a program for anyone with a cellphone. It's an absolute mess to decode, though, and can't be modded without breaking the program itself.

Nerfed in some places, buffed in others. Hope this is okay.

Ulith

Name: Ulith
Universe: WIXOSS
Appearance:

My Hider

Personality: Ulith is not a nice person, showing sadistic and potentially outright sociopathic tendencies, while being somewhat stuck up at the same time. She is a skilled manipulator who delights in the suffering of others, though she is more than capable of long term planning to achieve that end. She is in this for herself, and that is all there is to it.
Abilities:
Magic - Ulith has the ability to draw upon offensive shadow magic, which allows her to throw out purplish blasts of magic at a foe. She can also use it to create a shield for herself or someone else, though it can be overwhelmed with sufficient applied force.

Blood Dance - Tied to her magical ability, Ulith can generate a nexus point, from which she can unleash bolts of red lightning to strike her foes. This draws upon energy to use and does not last very long, but she can use it to strike more than one foe at a time.

Swordplay - While Ulith is adept at unarmed combat, she also has quite a bit of skill in the usage of bladed weapons. This is useful thanks to her ability to use her magic to create a sword for herself, though it is otherwise unremarkable beyond being a blade.

Superhuman Abilities - Due to the nature of her existence, Ulith is somewhat beyond a normal human, both in terms of reflexes and speed, as well as strength and durability. This comes at the expense of increased energy usage, and after battles she will need some time to recover before she can effectively fight again.

Weeeeelp. I've thought up of a villain... a pretty powerful villain. Nerfed her of course, but uh... you know. I was thinking of a male villain but had no idea who it could be that would fit. If she doesn't work... perhaps her elder daughter can work?

(It was kinda a response to Gilgamesh... but unfortunately I just found out it's not THE Gilgamesh I saw here... It twas this glorious bastard.

Ragyō Kiryuin

Name: Ragyō Kiryuin

Universe: Kill La Kill Series

Appearance: Ragyō's most prominent feature is her resplendent multi-colored hair, with a silver color on top. She has a very attractive and authoritarian appearance, and is at all times flaunting glamorous dresses. She happens to be quite tall, standing at around 6'6"*. Much like her daughter, Ragyō is often accompanied by a blinding light that shines from behind her.

She also has seven scars on her back that greatly resemble the stars emblazoned in Goku Uniforms. The origin of these scars is unknown, but they are likely a result of her fusion with Life Fibers.

*(Guesstimate: Actual height not confirmed)

Personality: Ragyō is a character bathed in luxury, and it shows in her overall presentation and attitude. She is vain and proud, and boasts her power and status abundantly. According to Rei Hōōmaru, her character and morals are at the very least questionable.

Ragyō, like Satsuki, is strangely willing to indulge the whims of her inferiors, and is quite personable with those loyal to her, and is similarly ruthless towards her enemies. However, she is individualistically cruel and sadistic, brutalizing and maniacally taunting Satsuki and tearing Ryūko's heart out simply to make a point. She enjoys domination and control, lusting for power over the world in order to give it to the Life Fibers.

Her cruelty has shown to be even more sinister, as she has been shown fondling (and even sexually assaulting) Satsuki and Ryūko, as well as herself in one time. All of this may be done because she merely enjoys dominating someone or something*.

She was shown to have an unbreakable will (a trait she apparently passed on to Satsuki and Ryūko) and a strong devotion to the Life Fibers, having actively given her human soul to them. As a result, she had absolutely no regard for human life, including her own, going as far as using her infant daughters as test subjects for potentially fatal experiments, and eventually committing suicide rather than accepting defeat after Ryūko kills all the earthly Life Fibers.

In her final moments, despite having failed, she believes that the Life Fibers will eventually return to Earth, and despite Ryūko's counterpoint that humans will remain human (and therefore remain capable of defeating them), Ragyō remains undeterred and even smirks before pulling out and crushing her own heart, dissipating into nothingness... that is until she was able to return from the grave.

*(Don't worry, this type of action will only happen to a very VERY rare degree. Trust me pls).

Abilities:

• Life Fiber Manipulation: Life Fibers are sentient parasitic organisms of extraterrestrial origin, and are the origin of all clothing on Earth, as well as the entities responsible for the evolution of humanity. All Life Fiber originates from the Original Life Fiber, also known as the Primordial Life Fiber, an object originated from space that crashed onto Earth tens of thousands of years ago. More information can be found here.
  
  • Superhuman Physical Prowess - Ragyō's physiology has been enhanced with Life Fibers. Because of this, she has superhuman strength, speed, reflexes and durability, and in her prime was enough to physically overpower two Kamui-wearing opponents, Ryūko and Satsuki with relative ease, even though both had substantially developed their Kamui and Life Fiber-based powers. She was also able to break Satsuki's blade, Bakuzan, a blade developed to sever Life Fibers with her bare fist. However, her resurrection has caused the life fibers to start all over again, only giving her 25% of her strength compared to when in her prime. Regardless, she can still deal heavy blows to a character if they aren't careful, and she can take a hefty amount of punishment as well.
  • Regeneration - Due to the power of Life Fibers dwelling inside of her body during her prime, Ragyō could regenerate any wound inflicted on her almost instantly, even being decapitated at the hands of her daughter Satsuki. The exception to this is if she is cut by either the Bakuzan or the Scissor Blades from two different directions. Since her life fibers reset themselves after her resurrection, the speed in which they can heal has been cut drastically, but enough to have Ragyō survive a good ammount of injuries. Tiny cuts can be healed in minutes, but an arm or a leg will take several hours to regrow via Life Fiber Restoration. And at this stage, the fibers can be cut by an incredibly strong blade weapon of almost any kind.
  • Life Fiber Restoration - Ragyō was also capable of recreating new limbs via creating new Life Fibers into them. Although compared to Nui after she got new arms, she noted they were not as good as her original ones. After her resurrection, while still able to do so, it takes only twice as fast as regrowing them, and even then it takes a good sum of power for her to do so.
  • "Flight" - Much like her daughters, Ragyō was capable of flying at high speeds, although she does not require the use of a Kamui to do so. After her resurrection, this power has been reset, and cannot be used at this time. However, she can jump rather long and high distances.
• Life Fiber Swords - During the battle against her daughters, Ragyō wielded a pair of giant, sewing needle-like swords, which according to her were made from ultra-hardened Life Fibers produced by the Original Life Fiber, that can sever Life Fibers and which served as the basis for the development of the Bakuzan and Scissor Blades. She also demonstrated the ability to alter their form, shaping them into a pair of spiked, tree branch-like blades. They remain almost the same way even after she was resurrected, minus altering their form.

Alliance: Team Zuriel/Herself

Other: For the record, this Ragyō will be resurrected sometime after the events of the last episode of Kill La Kill, and will be weaker than in the Anime. Regeneration will be slowed down by a huge degree, but enough to make it still a threat and NOT be OP. HOWEVER, she will slowly be getting stronger and stronger, perhaps almost to her prime, if not surpass it (depends on how the RP goes).

Mind control is not allowed. If you can nerf it away a character can still work, but otherwise, um, yeah.

@Lmpkio: Going to have to express my skepticism here.

For one thing I don't think it's a good idea to feature the mental refitting at all, I have some misgivings about the "may get even more powerful then she ever was" part though I do feel we have characters that can beat her, and, er... mentioning her... disturbing tendencies to prey on others in a sexual manner as well, while it IS part of the character, gives me some misgivings as well.

Appearance: By my SHOVEL!
Personality: Shovel Knight is loyal to his allies as well as those who follow him with no real reason as to why they follow him. He is a kind and caring person who goes out of his way to help those in need of help even when he is on his own journey. Shovel Knight is a man of honor and he'll always fight fair and along what ever rules are set. He follows the code of shovelry and is to be believed the perfect example of it.

Abilities:
Blade of the Shovel Knight: He is able to bounce on enemies with his shovel, and dig giant holes in the earth with ease.
Relics: Throughout his adventures Shovel Knight has acquired a lot of Relics
Durability: He has great durability, and can hold his breath underwater for long periods of time.

Alliance: Team Charmeine.
Other: He would've been called in the time that takes place after the game because he's acquired all the relics in the game.
