The first post battle was to set the tone, not one to participate in. Unless you wanted to write your own skirmish battle, you can start at the HQ.

You can surely make both. Players are allowed to have as many PCs as they can handle, but the number of participants per battle is limited.

As long as you feel comfortable manning more characters, go for it.
