Ok, since I clicked on this by accident, I'll reply to just these last two before going. Otherwise I maight end up forgetting them when I'm back.
Most of what you are asking here fall under the "accepting compromises" part of of my previous explanation. It's not impossible to have a downgraded Ishtar or Eresh, or anyone else, around but at least Ishtar has a really, really nasty personality when she's not bonded to Rin, so she wouldn't likely be a good solo Servants. Having the Moon Cell "temper" her by choosing a compatible vessel from within its database (Rin existed on the Moon Cell, after all) and then, shoving Eresh there to ensure that none of the two goddesses would get too out of hand isn't out of question by any means.
Also, I wouldn't muse too much on esoteric concepts like the Counter Force unless it's a fundamental part of a character you have in mind. If we start to grasp at the loose threads of the Nasuverse we will never end. So, keeping it simple is the best thing to do.
Now that you mention it like this, I suppose its a good case. If Karl can have a B Rank on this Skill, I suppose that allowing Constantine to have an A is alright.
Also, silly me, it seems that I was thinking of the effects of an A Rank when I mentioned it earlier. So, you can have it since it's much less complicated than trying to understand what the lower Ranks do... for the sake of convenience.

Technically since we don't have the 'humans' pseudo servants would instead be manifested as their full selfs would they not? Which means we get True Ishtar (as an alter ego)
Finally wouldn't the 'extinction' of humans completely ruin the human half the counterforce? Unless of course that half is so reduced that its now clinging onto a servant container for existence.

I already have Constantine's church NP drafted, so it's only the matter of polishing it at this time, though I must ask what the classifications of spiritual bodies are in the Moon Cell, and if anti-spirit capabilities are still as effective as they are within a standard Holy Grail War. The Church he built is what is essentially the holiest place in Christendom, where Jesus was crucified and buried/resurrected, and I had it drafted to do some crazy effects~
As for Constantine's status as a Saint, I do think he meets the qualifications of being a Superstar Saint. He's considered to be the Thirteenth Apostle due to his contributions to Christianity, which I dove into in his Backstory, and his status as a Saint is unquestioned.
