Coursing through what "ninjalike" powerlevels mean for this battle shounen style, my Team & I've reworked the Narutoverse to the ideal powerlevels of what Shinobi are about. Although we've emphasized "proper powerlevels", given that this world' act according to role, the story itself is equally given the same treatment, reworks after reworks & sunken wonders of Naruto Roleplays, we will cultivate our dreams to makeway for a Naruto Roleplay with a resolute beginning & ending. For I don't plan this to be too stretched out, this will end in 9 arcs, just as how good ole' foxy Naruto has 9 tails!

Plot
Himitsuraku in terms of overall story deals with a Batman's Gothamesque, crime fiction plot in the village itself. With the most recent event being 7 years after our version of Pain arc, Konoha Mainland may've recovered physically but the wicked still go about sabotaging each other. Konoha Shinobi being too indulged in their classism sowed the seeds of distrust and uprising as of their situational injustices amidst reformation.
My inspiration is the noiresque arc progression of Robert Pattinson's Batman and you can already tell that there's some semblance of JJK.
If you've reached this section and read the Rulebook, I guarantee you as much that there is no need to rush towards the eventual destination.
For each every finished arc, we'll be taking longer breaks similar to how great movies like the MCU, take time to release their movies, the same goes here.

Now that you're aware that Himitsuraku balances AU and canon facts, I will spell out what it means to be a Shinobi by Rank.
You probably read the Lore Compilations and I bluntly say, most of you have the attention span of a 5-year old. So here's the gist, Genin are Academy Students, Chūnin are seasoned shinobi, this is where the grinding happens for the masses while Jonin is out of your league. In this AU, Jonin is treated with sacred rites and authority like being a Jedi Master. You don't just become a Jonin for the sake of it, once a Jonin, you're a Master Shinobi of the Council, a political figure.
We are Chūnin and for a thousand time to those who've RP'd in my RPs, I don't follow the Shounen Formula much. Enough of Genin babies & abused Jonins, in my experience, being Chunin is the ideal lineup for a Naruto RP's character roster because we can relate to something more mature. Statistically, it seems that when Naruto RPs were rampant on its haydays, a Chunin Roster promotes RP longevity.
Enough of that, basically, your role is a Chunin, ranging between 13-16 years old.
Get your IRL logic out of here! If you've read more than Japanese History, Warbooks and the like, you will understand that Naruto as a setting itself is filled with child soldier themes. Your age is just a number for mortality and experience is your guiding compass of maturity to overcome this Shinobi world.
You're an adult as soon as you're 13 and being a Shinobi taking in rigorous jobs, it's said that most don't age past 30, so the average lifespan of a Shinobi is 33.
One can say that those that lived past their 30s are fortunate.
Then again, Mortality vs Consent really depends on the era that one is situated on, if this bothers you, dont waste our time and leave.
The era we're in will be similar to the Cold Wars of IRL, inspired.

Factions
I'm not sorry for the Gen Z Slanging, that's your problem if you're triggered, moving on, because this is a neighborhood storyline, there will only be two prominent factions.
The factions are Uruha and Konoha 12.
What in the name of Jargon? Ok I'll spare you the brainrot.
Konoha 12 is your faction, give or take 6-9 Players, that's where your OC is gonna be, by virtue of fighting alongside the status quo, you see the Hokage's most prominent Chūnin Shinobi.
Uruha is the GM's faction, yes what better way to outright say that the villain/antihero group is your GM Team.
Experience Differences To outright say it now, your Chūnin has six-months to 1-year experience, so at least that is something than nothing at all, your Chūnin has been part of the Konoha 12 for that duration.
Uruha on the other hand, being 18-21 years old, have more experience. So what is Uruha? Vigilantes, the very group that Konoha 12 is going to be clashing against with from time to time.
Every encounter with an Uruha Member is a boss-fight, so you really have to put effort in Teamwork.

Konoha Shinobi is majority of the Players that they'd often flock to, a staple in every Naruto Roleplay and in our universe, the strength of a Great Village is measured by how many villages they have as provincial territories, the following villages are part of the United Fire Republic:
Konoha is the bastion of green pastures, just like its abundant greeny leaves in its multiple forests and whenever people think of which village represents the Land of Fire, Konoha is just it! The face of an eastern global power that's part of the Great Seven Nations, founded by the Uchiha and Senju.
Yume is the village hidden among dreams, it's the oldest shinobi village in the Land of Fire, they're called Kansai Dreamers because of their out of this world scenes, mythical attractions like the Genjutsu Tree and the Forest of Beasts, this village produce principled ninja. Its Founders are the triumvirate between the Nara, Yamanaka and Akimichi clans.
Ame is the village hidden in the rain, oftentimes teased for being the butt of wars, shielding Konoha from catastrophic wars, in actuality, Ame is the most developed territory in the Land of Fire, known for its mass production of sci-fi ninja tools and the leading producer brand in the Shinobi World, in here, one can already name many Shinobi Corporations: • Kaneki Corporation is known for developing multifaceted chakra networks, namely Chakra Nuclear Powerplants and Chakranet (Internet).
• Kaminarimon Company is the iconic billionaire company that every Shinobi knows.
Oto is the hidden sound village, known for its rice paddies and mass production of food products and it doesn't get any better than that, they're also the village that stands best as a fashion clothing icon and the place where Senjutsu Chakra is highly concentrated.
Others
Kiri Refugees, this role is for those who have read the Lore and know that Kiri is under civil war and understood the assignment, you understood that because Konoha and Kiri are war buddies, you don't need a Shinobi visa to enter Konoha.
Uzu Freemen, this role for those who understood the lore and assignment, by choosing an Uzumaki, you are aware of their tainted past as slaves to being bred for Kurama's vessels and that you were historically a great nation until Konoha and Kiri during Madara's reign, destroyed your dwelling place.
Kumo Volunteers, you understand that as a Kumo Volunteer, you never reveal that you're only helping Konoha just so your Raikage can dismantle the government of its rival, you help Konoha rise from the ashes after Pein's attack and their battle with the Akatsuki but you look out only for your interest at sowing seeds of discord.
Iron Mediators, you understand that you're a Samurai, dispatched by your Shogun as a peacemaker, you oversee the work ethic and development of reformation in Konoha.

Monogatari Born to the first (or second) generation of Uzumaki to know only liberty, Ren was given every advantage, and borderline spoiled by his parents, who nevertheless made sure he was taught the story of how his clan was not always like this - If not for Minato the Liberator, he would be a slave along with the rest of his generation, so he had to learn gratitude for what he had. He made friends early, learning the importance of seeing people for what they are and what they did, although he was wary of the more traditional parents of some of his playmates. And of course, he had enough talent to make it in Konoha's Ninja Academy.
He made sure not to directly compete with anyone unless someone challenged him first. He made sure not to make enemies unless he had more friends than the potential enemy had. Yet behind it all was a young man interested in surviving a world where things were less stable than they seemed, considering how Konoha's political scene was as chaotic as ever behind closed doors. What had been done, even by Minato the Liberator, can always be undone, and so alertness, awareness, and a watchful gaze is needed to avoid the Uzumaki Clan falling into perdition again. In the meantime, what noncombat problems can't be solved with enough ramen?
Then came the events of AR 705; first Sasuke killing Danzo after exposing Root, then him, Naruto (who in this world, had the Namikaze name, but still retained his Uzumaki ancestry), and Sakura sacrificing themselves to destroy Pein (who was a full Uzumaki) to prevent him from destroying Konoha completely. Ren's parents barely survived that calamity, while Ren himself had fought valiantly in defense of a group of civilians who had taken refuge in Ichiraku Ramen. He lived, but at what cost, considering how Konoha's position and the Land of Fire's stability was less secure than ever - And the Uzumaki Clan's fortunes; its chances of a dignified place in the world, rested on the Land of Fire staying strong.

Kokoronaka Ren knows he is lucky, and only with hard work and a keen eye can he take advantage of that luck. He sees the need to maintain friendly, or at least cordial, ties with as many people as possible, knowing that the best way to avoid conspiracy is not to be hated. While it is sometimes better to be feared than loved, that does not apply to him, for he knows that if he is feared, then he will be hated, and if he is hated... People will plot against him and he cannot abide that.
He has a life to enjoy, after all!
Ren does not seek the spotlight, but he does not want to be shunted into the shadows, either. He seeks to be the main support of his friends, providing them with whatever support they need if he can give that. Suffice it to say, he is good at making connections and leveraging them, but also at cultivating and preserving them.
And above all, he has this deep wish inside himself, one born from historical injustices which might return in unexpected ways, a wish that can be summarized in two words:

Monogatari Jin was destined for a life of struggle and disappointment from the moment of his birth. He was born when tensions were at their highest in Kirigakure, and born to a bloodline that was already the focus of that tension; Worse, he didn't even have the protection of the family he was hated for being part of. He was the product of an affair, a source of shame for the Terumi family, even as he was hated by outsiders for being of the same blood as so many Kekkans. Those tensions reached their boiling point before he was old enough to even remember it, and the civil war in Kiri began.
Reviled by his own bloodline, feared by those without it, his only source of protection came through his mother, a commoner, and fairly poor besides. All of his earliest memories involve running, from one group or another- Always on the move, a step ahead, but terrified to fall a step behind. With skirmishes breaking out constantly, and the fear of a knife in the dark to drive them, their only choice was to flee the Land of Water entirely, making way for the welcoming arms of the Land of Fire as refugees. While they never knew it, they escaped only minutes ahead of Jin's father, determined to erase the stain on his honor.
Once within the Land of Fire, things improved dramatically for the pair. Jin's mother was a talented seamstress, and while her skills would never make her wealthy, they were enough to earn her a place with a dressmaker in Oto, home of fashion in the Land of Fire. It meant a childhood almost approaching normalcy for Jin. He made friends, explored, the grim memories of his escape from his homeland fading swiftly. He was even able to, with help from his mother's employer, be taken into the local academy despite being from the Land of Water. It was here, however, that he would learn his limitations. Despite his bloodline, and all the famed Shinobi within it... Jin was a hopeless student. He showed only the bare minimum talents for Ninjutsu and Genjutsu, and while he excelled in Taijutsu, and was quite adept at the most raw forms of Chakra manipulation, it was clear that he would never be a shining star. Indeed, despite his ancestry, he was never even able to harness the power of the Kekkei Genkai within him.
In a way, it was a relief. It made him normal. Perhaps even less than normal. It meant he would live a quiet life, if not a peaceful one, never to rise up as a public figure, never to have the spotlight on him. His mother greeted that realization with joy, and after a time, Jin began to believe it a blessing as well. Still, he trained hard in the arts he was able to, and through sheer effort and grit, placed well in the Chunin exams at the first opportunity. It meant that while he may never shine, neither would he be trapped in the archives doing clerical work all his life. He's been quite content, since then, to do his duties with Konoha's police forces, a notoriously jubilant and pleasant presence on the street.

Kokoronaka Jin is, put frankly... A bit simple. He isn't actually stupid, of course- He never would have made it through the exams if he were. But he is simple, and direct, and he knows his place in the world will forever be right in the middle of the pack. It allows him a level of complacency, the freedom of not being destined for great things. It lets him take his life a day, an hour, a minute at a time, and to never overthink things that don't concern him in the least. This leads to a laid back and cheerful attitude that is often mistaken for his being dense, and that perception is strengthened further by his refusal to hold a grudge- People think they can get one over on him, or take advantage of him. To an extent, they even can; If only because he can't be bothered to put in the kinds of effort and angst it would take to get them back for it.
Yet, by the same token, it has led over time to people liking him all the more, some even becoming defensive of him, and solving such problems before they ever arise. After all, what good is it to take advantage of somebody so perpetually good natured... Especially when they have friends who can and will rip you apart for it? He has become the Cop that everybody knows and everybody loves, the name you can call out on the street to get a hand moving something heavy, just as much as to stop a crime in its tracks. The only time he can be said to behave seriously, let alone look it, is when he's busy training, or when he actually has to do his job. For all his easy going nature, there can be no denying that Terumi Jin can, and will, throw hands with the best of them.
It's a simple life. A happy life. A life he's content to live.

Monogatari Compared to the life of her fellows the life of Tsukina had been an easy one, she wasn't under the threat of slavery, and she wasn't a bastard child. She was just an unimportant ninja from an unimportant branch of the Yuki clan, however, that would all change when a civil war broke out in the clan; her parents would quickly go to Konoha to stay away from the chaos with her eventually becoming a shinobi there.
Eventually, though her parents and siblings would join the war effort, leaving her alone in Konoha, Tsukina refuses to accept this and is determined to grow strong and eventually return to help her siblings, parents, and clan against the rebelling states.

Kokoronaka Tsukina is quite laid back compared to her comrades and is also quite optimistic, cheerful, and curious she is however also quite determined in her role to bring an end to the civil war back home. Regarding ending the civil war, she's been regarded as having "iron will" when it comes to it. On the flip side, Tsukina is hiding a secretive personality behind a wall that is her cheerful personality.
She finds trouble truly fitting into Konoha, often doubting if she can be considered a true member of konoha, she hides all these worries behind a mask of joy that's slowly starting to slip as time and time go on.

Monogatari Born in Kirigakure to an exiled Uchiha and a rogue member of the shunned Akizuki clan, Yūto was condemned to a life filled with strife from the start. Perhaps it was that cruel twist of fate which made him the way he is. The reform in Kirigakure was already in full swing at the time of his birth, separating him from his father before he could even walk, not that he would have remembered. With his lineage kept hidden from even himself, he was able to avoid initial involvement in the Enclave project and being trapped within the Sixth Mizukage’s gilded cage. Yūto’s earliest memory was of chaos and bloodshed; near the beginning of the Kirigakure Civil War.
When the rebellion over the Enclave project took off, Yūto’s mother ensured he was left out of it. It was a solution that would only work so long as his Kekkei Genkai never manifested, a fact that grew less certain by the day. To further increase his chances of survival if the worst-case scenario came to pass, Yūto enrolled in the shinobi academy, wherein he had to participate in the infamous Brood Feast graduation exam. It was there, faced with the inevitable act of taking a life those in power had deemed lesser, that he was confronted with the crushing weight of his accidie.
Unfortunately, it didn’t take long after that for the worst to come to pass. At the height of the rebellion and following the discovery of his parentage, Yūto and his mother were faced with a choice; submit to the Mizukage’s authority or flee the country before the situation devolved too far. It was a choice between certain enslavement and possible freedom; a choice that was made without a second thought. That plan, however, was far easier to accomplish in theory than in practice. The journey from Kirigakure to the Land of Fire was long and treacherous, but eventually, it was over and salvation was in sight.
The arrival to Konoha came with its own share of issues. While Yūto’s capacity to utilise two separate bloodlines made him a valuable asset to the Uchiha clan, his mother’s previous transgressions were not so easily forgiven. Inserted into the shinobi ranks of Konoha, it didn’t take long before Yūto was made a member of the ANBU, wearing the mask of a raven.

Kokoronaka Yūto was someone who could only ever be accurately described as impassive. Since birth, he has been emotionally detached from the rest of the world. He views the world and its inhabitants—himself especially— from an outsider’s perspective, thoughtful yet dispassionate. Despite his unshakeable poker face and dry wit, it would be wrong to say he lacks emotion, even if his actions may say otherwise. Above all else, Yūto is fascinated with the unpredictability of life to its extreme, the only thing that elicits something other than utter apathy.

By having said compound traits, the dichotomy in all of them, exhibits the Uzumaki's incredibly strong vigor, bright red hair, a profound Fūinjutsu and being the ideal vessels to host Kurama with an assured survival from said fatal extraction. Since Ren is a Pureblooded Uzumaki, he's won the luxurious, generic lottery of having innate healing abilities such as Heal Bite, Self Healing and the inherently rare sensory trait of Kagura Shingan.
Buteijutsu is about armed and unarmed martial arts, Taijutsu and Bukijutsu under this Skilltree, meaning the ability to "throw hands"/"catch these hands" and wack someone with a weapon including your greatest Scientific Ninja Tool invention.
Scientific Ninja Tool Fūin no Kote: A Condenser Type of Scientific Ninja Tool that allows Ren to keep his Fūinjutsu related scrolls, condensed in cartridge form, in this case, Ren's geared to Barrier-related scrolls.
Chohojutsu is a Skilltree that deals with espionage and subterfuge arts, Shinobi must be versed with academic techniques for survival, the base of Chohojutsu are stealth techniques as it's about concealing ones chakra/presence, escape arts and convincing disguises, including the basic sensing of energies.
The Adamantine Sealing Chains belongs to fully realized Uzumaki kinsfolk, making them a Kekkan aka Bloodvessel, people who aren't considered human because of bloodline discrimination. Adamantine Sealing Chains is a Kekkei Mōra that boasts the conjuration powers of Yang Release, likening it as Truthseeker Chains due to a strikingly similar property of the Truthseeking Ball, in terms of affecting all of the 7 Elemental Chakra Natures. The chains are malleable and reactive to the Kekkan's willpower, Ren can use these as a makeshift medium for Barrier Ninjutsu and even Fūinjutsu, it nullifies Ninjutsu that's based on his Skilltree Level but not against the unique Chakra Types of Senjutsu, Reijutsu, Shinjutsu and Taijutsu.

Monogatari A conjoined existence of two prominent bloodlines through an intended eugenic matrimony and political symbiosis to uphold the founding flame of the will of fire, Tsuruwa serves as the pipeline between the dwindling pedigrees of the Senju and Uchiha. A meticulous figure and police lieutenant of bureaucraric astuteness in the political scene of Konoha, Tsuruwa matured early and flew too close to the sun for his own good, struggling idealistically while the world edges him to make tougher decisions. An existence of such duality either make or break.
Tsuruwa and Yusuke are estranged, superfecundated twins with the same mother from the Uchiha but two distinct fathers, in Tsuruwa's paternity's a Senju while his brother's father's a Yamanaka, as peculiar as it sounds.
To the biased eyes of both clans meddling, Tsuruwa is the golden crane while his brother, Yusuke is the ugly duckling, an accident and just as Tsuruwa's born lucky, Yusuke's just lucky to be born. Tsuruwa is torn in between his dual nature yet cling for comfort in his father's side while afraid of his mother's side due to the Senju's scrutiny towards the Uchiha. A tale so infamous within the minorities, abhoring the Uchiha.
Questioning his existence, Tsuruwa believes he can make a difference, whatever it takes. He hasn't even chosen his last name and which clan will he sort himself into while it's evident that his brother not only knows what his own desires, Yusuke has aligned with the Uchiha name, without question. The brothers are not only distant yet they even once lived in the same house.
During the Konoha Civil War, the brothers awakened their Sharingan at 3-years old and still vividly remember the boogeyman, clan killer, Itachi. Not a mere memory that Tsuruwa wished to simply undone since the boogeyman was clearly why he's left with the affairs of the founding clans. At the height of Pein's catastrophic event that scarred the village, Tsuruwa's parents died.
Suddenly a spark was ignited, Tsuruwa can contemplate all he wants on why he exists but he's realized how Konoha isn't as it truly seems to be, he remembered the revolutionary speech of Uchiha Sasuke's public execution of Shimura Danzo, as Sasuke wanted to become Hokage and change the village.
Tsuruwa entertains the dream of becoming a Hokage, much like Uchiha Madara, his Great Grandfather and the First Hokage.
Currently, Tsuruwa's part of the Konoha 12, the elite battalion of the Fifth Hokage, whose campaign's about reforming the village and crucial dealings with the Land of Spring, formerly the Land of Snow and against Uruha, for the past three years, he's been in constant warfare with them, especially against Yusuke, on numerous occasions.
Out of brotherly respect, Tsuruwa refuses to snitch Yusuke out, wishing that he comes clean of his misdeeds, rather it's because of the Fūinjutsu Blood Pact that he co-signed with their blood that seals said agreement.

Kokoronaka If anything sets Tsuruwa apart from his peers, it will be his genuine smile amidst all things, he's soft spoken and courteous.
Aside from politics he is a deeply pensive person, acting like there's something on his mind, no different from his brother. He loves companionship and training, but often relegates himself to observing from afar. Its almost a complete opposite to how he is politically or whenever he is in a leadership position.
When he gets to act like himself, he drops the mask. Which reveals his true self. A tired boy who was thrusted into an extremely powerful position. Someone whose trying to mold his family back into what he saw them as, while contemplating his existence and what is it he truly desire.

She is mindful and intelligent enough to recognize and not touch other people's buttons. Beneath these traits however is a caring girl, who may not likely have the strength but will possess the mind and wits to fight dirty for the sake of her friends.
She however has minimal patience to stupidity as she is unwilling to take any risk that will get her budding career into trouble.
