I'll probably add to this later on but this is what I have so far, I hope everything is looking rosey at the moment but feel free to direct me if I'm veering off your vision.

The Kharal desert pirates have been a scourge on Outremer for years now, hold up in the dunes of the desert somewhere between Edessa and Babylon they mostly live underground where they can shade themselves from the sun and keep their water cool.
The desert band were named the Kharal in honor of their founder and leader for many years Joen Kharal. Since those times the group has found times hard and wealth scarce but with the new plans the governments are putting in place they have a chance. Digging quickly became their primary practice once they became aware of the magna-trains that ran betwixt the two cities they were situated, and more promising the new water pipeline that was under construction
- Operation -
The Kharal pirates are quickly becoming notorious and as a result the governments actions to stop them are getting slowly more aggressive. In response the Kharal now cover themselves in metal plates rusted and roughened by the blowing sand over the dunes. Their clothes are stained an orange-brown and they always wear helmets to prevent the sand from getting into their eyes or mouth.
The operation the Kharal have going isn't looked upon kindly, they are in the business of stealing the water traveling to Babylon from Edessa in an attempt to sell it to the local shanty towns for extortionate prices often making themselves a lot of money. Using their jackhammers and a couple heavy machines they are capable of digging through rock and sand to get to the precious underground pipelines and railways. Originally they had to hitch a ride on the magna-trains, an incredibly difficult task that saw many of their kind killed or caught as it was impossible to get off the train until it stopped they had to ride it all the way to Babylon and make their way back, such is the scarcity and price of water out in the desert.
Now however with the building of the pipelines the Kharal have all but given up on the magna-trains and are now focusing on these new lifelines to Babylon. Being able to crack open a pipe and take as much water as they need is a major step up as with the millions of gallons pumped through it is hardly noticeable and they have a much safer way of making a living. However the governments are still aware of the Kharal and their willingness to access these new pipelines and have been known to send out security teams to access points they believe to be threatened or compromised.
The Kharal play a deadly game and that's the reason for the orange rusted armour they still wear, but it sure is one way to make a living
The Kharal are quite an involved society, they have a ranking system to keep things formal and to make sure people know there place during operations but it is largely a way of organizing their efforts. In reality the group is very sociable and everyone has a 'Scratch my back and I'll scratch yours' attitude, such is the result from their occupation
I still need to decide whether or not they're packing or if they are Semi-pacifists. I'm thinking they have makeshift weapons like bats etc but nothing in terms of guns, or at least reliable guns, they will have a few old shotguns etc.
