While first Sean needs to actually meet Jaylen, I had a vague plan of the two of them hammering out what Jaylen wants to do with his life besides dodge his overbearing parents.

For Kagura, I don't know. Mostly just develop her relationship with Eri and expand her social circle. Somewhere along the line, she could possibly work on getting Eri to make more friends besides her.

Well, I've been toying around with the idea that regardless of all of these students' ambitions, they are ultimately being trained to be tools of the military. I'm not exactly sure how this government works, whether graduates will simply be "on call" for static attacks, or whether there is a larger commitment, but I imagine that the government wouldn't be spending all this money creating receivers and training teams if there wasn't some kind of obligation involved. I would imagine that students would be given a "taste" of the life ahead of them, both to field test the compatibility of the teams and to give them experience before they graduate so that they can address any physical/psychological shortcomings the students may have while they are still young and in the school. Perhaps the students are given a field trip in a area where there is either a known static problem, or a forecasted static appearance. The students will be monitored on how they deal with this threat and are shadowed by an experienced team of alumni in case shit hits the fan.

I want there to be an emphasis on their roles as weapons for humanity and how the students deal with it. Somebody had mentioned a "training in the mountains" arc, and this could be a good premise for it. Students could be sent somewhere on a "physical education" field trip, thinking they'll be doing military exercises and whatnot, but be unaware of the imminent static. I don't want the seniors to expect anything either, and have ideas to work around that, but I'm not sure how far the Academy is willing to push ethics, or what pressures the Academy may be facing from the government.

I imagine this arc would work best once the teams settle in with each other, so I wouldn't want it to be the first arc, but it's never too early to start planning. I also don't want to spill too much, so any finer details I should probably discuss with @VitaVitaAR. Opinions? Ideas? Contributions?

Well, this isn't exactly "tools of the military". It's more like... I guess proactive martial arts training. Yes, graduates are expected to help out during static attacks, but there's no obligation to be tools of the military. For one thing, it's not one government in charge of this, there's kids from all over the world going to Akiyama-Kreuz.

There is some level of "we're training these students so they can help stop Static attacks", yes, but you can't force them into military service, especially under these circumstances.

Creating Receivers is so they can actually use these abilities, but the most various governments can hope for is that they decide to enlist in the military. Otherwise, well, the only real, legal option is "we need to make as many of these people as possible so they can stop Static regardless of military involvement or not".

I imagine a lot of powers are actually really useful in more mundane fields of work, too.
