I'm going to be changing the ability classification system a bit, so your CS's are gonna have to be modified slightly. Won't be a massive change...I just feel like it's too vague. Especially since Class 6 could mean pretty much anything. Should have it ready soon.

Five hours. For five solid hours the beast had been terrorizing downtown New Haven. Powerful jaws with razorlike teeth, claws sharp enough to gouge steel, and muscles that could easily lift a streetcar. But this wasn’t just any beast; the Variant known as Behemoth had gone rogue from M.A.D. -- N.O.V.A.’s special task force...and not just rogue, but on an all-out rampage. Ravaging block after block, shrugging off bullets and feeble attempts at sedation, letting his feral rage drive him. After four deaths and countless injuries, he had finally been subdued by using an armored truck as a battering ram and 5-inch thick steel rope as a makeshift straitjacket.
M.A.D.’s Strike Initiative, special branch comprised of Variants, had been in a shaky state since its inception for various reasons. It had become more of a liability than an asset, and was under heavy fire despite the drop in crime rate. The stress of the job and the treatment from the government as well as the public had pushed one of the more dangerous members, Behemoth, over the edge. He lost control of his power, transforming into his beast form without being able to change back. He basically stopped caring about the welfare of ‘normal’ humans and his abilities took over and did the rest.
It was after this tragedy that N.O.V.A. finally decided to pull the plug. Behemoth was shipped to a secret, secure prison, and the acceptance of Variants would severely decline. And with the ‘threat’ of a superpowered task force removed from the equation, it became open season for any and all criminals, normal and Variant alike.
As far as playing a former N.O.V.A. member, I think that should be fine. I'm using the agency more as a tool to shape the world than as a playable organization.

@Zoey White I love this girl! She fits in just fine. Her exploits are merely criminal and not part of some grand megalomaniacal scheme, so it works. Identia is approved! You're allowed two characters, if you decide to have another anyway (since you said you had another idea).
Fire/Heat Immunity Sierra's entire body is immune to the effects fire and extreme heat, including fevers and sunburn.
Abnormal Body Temperature Sierra has a base body temperature well over any normal human (around 107°F). For this reason, it takes rather extreme temperatures for her to feel cold.
Pyrokinesis/Fire Form Sierra has the ability to envelop her body in flames, either entirely or partially, without harming herself. She can also create spheres of flames that she can toss and streams of flames that she can shoot out.
Pyrokinetic Flight Sierra can use her pyrokinetic ability for jet propulsion allowing her to fly.
So, it seems like whatever you wanted to do or be or have would ultimately come to pass simply because it has to do with you. Reality literally has to bend to your own self-appointed destiny in order to achieve the 'self' that you desire.
If so, then that's a bit much, I'm afraid. And that would definitely be Black Level.
