I've been busy today and just recently got access to the internet.
As for that sure, since I plan go make two NPC ties for Ashley let's make the last one as PC one.

It appears that Emily is a victim of plagiarism and pretty distrustful to the point that a crow is her best friend. Ashley is a girl focused on her studies so they could probably some sort of 'we both want to be left alone, let's stick together and do our stuff in silence.
They could be roommates in a dorm as well.
[X] Pet Sounds: You can talk to any non-human animal. You can understand human speech, and anyone with an unsealed Eidolon can understand you.
@Guardian Angel Haruki, let's go ahead and keep ties to one sentence. I like the backstory you've developed, but the tie itself should be just a snapshot of how your character feels about the target of the tie. It's supposed to change fairly often too.
That said, you could probably do yours as "The Crow is a better friend than any human I know" and "Mallory taught me not to trust anyone".

To answer the question though, while I would enjoy a Tie existing between Emily and Luka, I feel that they should start out not knowing each other.
Also, as an FYI, Ties are only meant to be one sentence long.
