IDK about a team with two speedsters though. The only other type of recruit I could see coming from the Flash would be something like your Kid Rogue in game's past.

Two Robins (Or one Robin and a former robin) is never a problem. Nor is one Superman-esque character, and one Wonder Woman-esque character. Rufus's lack of Speed Force connection makes him unique enough to offer interesting opportunities, without redundancies.
However, if it would put you at ease, I could make Flash his sponsor, Flash sponsoring him, much to his own dismay. I was gonna change my choice of sponsor, anyway, as I don't think Black Lightning is the right fit.
Edit: And Barry would take on just about any Meta as his sidekick and help them out.
I wanna point out that Rufus does not occupy the spot of a Kid Flash, and there would be a lot to gain from having the Flash Protogé be part of the ensamble next to Accelerate due to the latter's hostile feelings towards The Flash.
