As the meeting began, Noel turned towards C. Chea and her entourage replied, "Lieutenant, we thank you for your well-wishes, but with all due respect, the provocation is unsubtle and the threats made are out of order for a member of China's most public team of Arms Masters. Huo Ren and Yulian Suburov have made claims deserving of investigation and so under my authority, they are authorized to look into them. Add that to the fact that they have threatened one of my subordinates and me and I think we can build a case."

Myron, meanwhile, had finished communicating with the Philippine Ambassador, and pocketed his PDA, before approaching Berto and Koichi, then looking for Aoi before saying, "You two, let's move a few steps away; maintain some thin veneer of discretion."

This was not a request, but rather an order, and once the two had followed his instructions to move a few meters away, the Intelligence Officer said to them, "Specialists Williams and Suta, and Scout Mikoto if she's watching; a piece of advice - People like Huo Ren keep sensitive data on their phones. If you two - or three - are serious about the investigation, keep that fact in mind. Aides and servants are also rich sources of info, especially if they appear to be treated shabbily."

What was he hinting at? They either get their hands on Huo Ren's phone and expose him that way or they find a way to approach Huo Ren's aide and try and talk him into revealing the 'Paper Dragon' and the Avatar of Superbia's plans, open and secret. His minimal attempts to hide his own schemes and endorsement of what was undoubtedly a breach of etiquette were deliberate too - No one came after his brothers-in-arms (and sisters-in-arms too).

Kazuki Yamagata

Kazuki decided to ignore the brewing fracas for the sake of his sanity and instead kept reading the files he had gotten over and over until he had fully understood them. It seemed Endaevor was angling for them all to join his Agency. Sure, why not? It's not as if he hadn't already gotten everything he wanted from that internship with Hawks - Including a license to kill he made noises about using but didn't want to unless it was absolutely necessary.

As he looked at Rin, Kazuki decided to give her a chance, raising his hand to ask, "Miss Himura, forgive the doubts of my classmates; they do not know that you would have been chosen for us for a reason. Also, Endaevor's Hero Agency, with an invitation from his son - I am honored that someone such as me would be seen as acceptable for such an exalted post."

After reviewing the context of Yusuke's behavior, Kazuki turned to the other youth, looked him in the eye, and said, "What a backhanded way to defend our new teacher, while attracting all the negative attention for yourself. I almost got up to punch you in the face before I got that it was what you're doing."

He was not the only one skilled with computers; Kazuki had taken the time to improve his skills in that area of expertise precisely because the digital sphere was more accessible to Quirkless and it was easier for them to be recognized there. Typing into his own Hawkpad, the young man brought up Eirei's privacy and data protection policies to see if looking into Yusuke's records would get him expelled (it turned out it would, so he stopped after a few seconds).

I think I can have friends here... was his latest string of thoughts.

Quirkless but not worthless; weak but not irrelevant. That is Kazuki's motto in a world where equality is a myth but symbiosis isn't. Where even the weak are needed for the functioning of a greater good, but not everyone sees the necessity of compassion and cooperation to preserve life as we know it. Thus, Kazuki has contempt for those who believe that might makes right, that society and civilization deserve to be torn down so that the strong can prey on the weak. Those people who believe that a state where they cannot do anything they want is corrupt? Fuck them; he'll enjoy civilization till the very end.

He was born to an ordinary family in a world where the Symbol of Peace is dead. Born in a world that was steadily getting worse, where those with power stewed in their hypocrisy. All his life, he struggled with envy of other, luckier children, went through phases of wanting to be like them, enduring their bullying, fighting back, and getting pummeled with verbal and physical abuse, and all that kept him from killing himself were two things: One, his loving family, and Two, his discovery of weaponry. In a world without Quirks, to carry weapons in school, much less use them against other students, would have been a sign of psychopathy, even criminality. For Kazuki, it was his salvation.

It started with the realization that most sports equipment can endure handling by a Quirk user and thus can harm them if they were hit by it. Then it turned out that knives were easy to hide and even easier to use. Then, he searched on the Internet and found out that (in this divergent timeline), gun control laws were relaxed for Quirkless folk so that they could protect themselves, and this was worldwide (again, divergent timeline). Of course, there were limits, but Kazuki learned to present himself as the victim and make sure that the situation can always be spun as though he were not the aggressor.

His expertise with weapons and fascination with power armor gave him a niche in Eirei Academy after passing its entrance exams, and he immediately went to work building his magnum opus, a suit of non-bulky, compact Power Armor form-fitting enough to allow him to fight in the streets of Japan's cities, while securing permits to use guns with Quirk-dampening bullets and other Anti-Quirk weaponry acquired by entering an internship in Hawks' Hero Agency, which had a monopoly on such dangerous technology. This internship lasted for more than the required five years because he genuinely enjoyed being there.

Nevertheless, the suit of PA that he built is his pride and joy, especially after he made sure it was proof against most environmental hazards and forms of physical damage. Also, he discovered he likes both men and women at some point.

So now, his goal is to fight amongst his heroes; Power Armor that can be hidden under normal clothes helps with that. A secondary goal is also to find a boyfriend or a girlfriend; and that means having to moderate his flaws, namely his tendency for extreme aggression towards perceived enemies...

The Hidden Suit - A thin, almost skintight suit that nevertheless is made of carbon fiber and dura-ceramic plates with a layer of strength-enhancing artificial muscles powered by miniature fusion reactors; a testament to what Quirkless science can achieve. Also resistant to extreme heat and cold and EMPs, and contains a biometric system.

The Otomo Sorin - A modified American carbine that uses an electromagnetic propulsion system, aka a mini-railgun, that propels bullets at a speed faster than sound, and which can also fire globs of explosive jelly at the same speed and is EMP-hardened just in case someone tries to interfere with its system. To prevent excess collateral damage, the Otomo Sorin can lower its output so that it can fire rubber bullets or globs of high-expanding sticky foam at a slower velocity than usual.

Quirk-dampening Bullets - A limited number of special bullets that dampen Quirks, derived from one Eri Kisaki, and further modified to dissolve in 15 minutes after blocking the target's Quirk pathways upon a successful hit.

Lorenzo Calungsod Emiya

"My wish?" Lorenzo mused upon hearing Gajah Mada's question, "It is to deny others their wish if it hurts people or tries to derail the salvation of Humanity."

He then spoke, "The Church may be flawed, but its central thesis, that the world has been saved from sin and its burdens by God becoming Man, dying, ressurecting, and keeping his Human nature so that Humanity as a species can share of divine grace, is worth beieving. To slaugther large numbers of Humans, to ruin their lives, to bring despair and pain and rage, when God hiself loved Humanity enough to become one of them, and to commit such slaugther under the belief that God wanted that... I'd spend my life denying any such wish."

A pause, then he continued as the computers in the shed contiued to give feedback from the Kyoto CCTV system, "But if you don't believe that, then there is another thing that can be believed - That Humanity is also saved in another way through the Age of Will; once Magecraft and Technology and even True Magic are rendered obsolete, Humanity will have ascended to the stars and able to change the universe through their own willpower. That is a future that has been set, but can also be gainsaid by enough effort. To try and prevent such is evil; to try and push it forward in a way that leads to slaugther and suffering and irresponsible shortcuts taken... That is also evil."

Through their bond, Gajah Mada would recognize this as the truth, that Lorenzo made a concious effort not to reach for ambitions above his abilities and foster contentment with how his life was now. His parents were still alive, the Church he served disliked but respected him, and his finances were secure.

He was genuinely doing this to save people, but at the same time knew well enough that some of them cannot be saved. He had already resigned himself to the deaths of those who would die despite his own best efforts; moved on in order to save the next ones. His faith in the established salvation of Humanity and the world kept him like this; more stable than most Magi and Churchfolk. How very much unlike a usual Emiya, any Multiversal observer would admit...

There were stray cats outside the Bounded Field, just beyond the boundaries of the Chapel grounds; these can be detected through CCTV. For a brief moment, Lorenzo thought they could be familiars, but decided not to commit random cat slaugther and thus give himself away early.

Instead, he'd just continue to watch...
