Okay, I discussed with my co-GM and two things to balance it:

1) The quirk should be touch-activated, not remote.
2) A stronger limit on how this quirk can be used against player characters. Something like "Can only affect one person at a time and cannot affect the same person again without a cooldown", for example.
@AsheTheReborn@Mr Savage

I'll keep this in mind

Hey, you!

Today is your first day at Matsubara High. Luckily for all who enrolled in the Hero class, that's your first class of the day today. Ms. Mako is sitting at her desk. She's already been here for half an hour, looking after her notes. This isn't just your first day. This is new for your teacher too.

Akane was glad she'd been able to decide her curriculum, but having notes left over by the previous teacher certainly helped. That said, towards the end, it was clear to see the former teacher had given up and the classes had gone from 'How to be a famous Hero' to 'How to be a cop'. She'd change that. These kids wanted to be Heroes, and that's what she was going to teach them to be. She wanted them to be successful. She wanted members of her class to reach the single digit ranks. Some newspapers had speculated she'd try to sabotage them because she was a Villain, but nothing could be further from the truth. She knew the value of Heroes, even to Villains. Maybe some of them wouldn't admit it, but the difference between a criminal and a Supervillain, was a good Hero. And in Mako's experience, good Heroes were getting rarer and rarer as the gap between the top ten and the rest widened.

She looked at the clock. Her students would be arriving soon.

Nadeko called the guard over, by waving her arms. She didn't have to wait long. Her arms were eyecatching. He took her ticket, and put it through the barrier. She thanked him, and then boarded the train. Today was her first day at a Hero school. Her parents still weren't completely on board with the idea. The fact her mom had to help her put on her uniform really wasn't painting a picture of competent Hero material. But Nadeko knew she had power, and potential. She was going to become a symbol of inspiration to all other mutant quirk users, to show them that they can. They're not disabled.

There was nowhere to sit on the train, so she had to stand. As she couldn't grip the bars, she put the and of her arm against one and used the tiniest bit of attraction. Just enough to keep her steady as the train turned round corners, or slowed down. An older businessman in a suit grabbed the same railing, and there was embarrassing clink as his wristwatch stuck to the pole. Nadeko blushed, and turned her magnet off.

"Sorry," she apologised meekly. The businessman, looked like he was about to say something, then saw her ams and shut up. There is was, being treated like she was disabled again. Still, it had its perks. Though using your quirk in public is against the law, mutants are by and large excempt from it as you can't 'stop using' a mutation. If people hadn't assumed Nadeko couldn't control the magnetism of her magnets, she'd have been in a lot of trouble by now, but most times it was her only way to interact with objects.

The rest of the trip happened without incident. Nadeko changed her shoes at the locker room, and then headed for the Hero class. She still didn't know what to make of a Villain teaching it, but surely they wouldn't have let it happen if she wasn't going to do a good job. She opened the door by pushing down in the handle, and stepped inside.

"Ohayo gozaimasu!" she announced.

"Morning, Maeda-san," Mako replied cheerfully, with a bright smile and closed eyes, looking much more like a chipper secretary than an ex-criminal. "Please, take a seat anywhere you like."

Welcome to Matsubara Hero Academy...or rather what used to be a Hero Academy. Over the past ten years, its found itself struggling to stay relevant. Agencies and sponsors lost interest after several years of its graduates not being proper hero material mentally. It tried to recover but the damage was done. It lost most of its funding. It lost the training facilities. It lost the on-site dormitories. It started to offer more and more non-hero classes to break even, until over half the student body suddenly weren't even trying to become heroes. It's practically a regular high school now. A regular high school with Hero classes.

Last year, the previous Hero class teacher, an old z-list Hero, has finally retired. Every hero is either too famous to take this job, or too busy trying to climb the ranks. Statistically, this school's Hero class mostly produces Emergency Services and Law Enforcement. It's not the place to go if you were a past-his-peak Pro-Hero looking to make a difference to the next generation. But there was one applicant with the relevant experience in the world of Superheroism; Ms. Akane Mako. AKA Madame Obsidian, the famous thief and Supervillain who's reign of infamy lasted close to a year before she got caught. Fresh out of prison, and looking to go straight, she was given the role. She will be your Hero Class teacher this year.

You're a first year at Matsubara High. Whether you're here because you didn't quite have the power or skill to make it elsewhere, or you had too much of a vigilante mindset and are looking for somewhere more relaxed . or you're just a local, this is your high school and you were curious, you are part of the Hero Class. If you have grand dreams of fame and acclaim, or you want to be the Number 1 Hero some day, you've started with the king of all disadvantages.

The School

Matsubara High is a large albeit regular high school that, on top of the Hero and Support classes, sports all of the regular classes you'd find in a Japanese high school. It has a wide range of extracurricular clubs set up and run by the students themselves. There is also a very large gymnasium that used to be a state-of-the-art training facility and town simulation back when the school could afford to use it as such. They can no longer afford to rebuild fake buildings or create terrains, so it's just a large albeit bare training room and school gym. It is reinforced, which also makes it perfect for Tournaments.

Matsubara High keeps the tradition of yearly Tournaments, which are held in winter to distance them from other school's tournaments in the hopes that an agency might decide to visit, which is rare but does sometimes happen. The tournaments are open to all students, not just the Hero Class. However, as they're the ones who have had training, they're usually the ones who make up the bracket. There is usually one non-Hero class competitor at most.

As they can't afford simulations, and temping for Hero Agencies is rare. Situational training will sometimes be patrols in the real world, and instead of Temping, students would at second and third year, take a placement with the police or emergency services. First Years are prohibited from using their quirks to do Hero work without the presence of a Matsubara staff member. The punishment ranges from detention to expulsion to an actual arrest depending on the severity of the infraction.

There are no dorms. You must commute to the school from where you currently live, which is why most of the student body live nearby.
