I would be interested in creating a Hidden Leaf character for this if you guys are still accepting. I had a Kekkei Genkai in mind that I've been thinking up for quite a while that revolves around using chakra to be able to use a form of telekinesis.

Personal Information
Appearance: Nai is a boy of relatively lithe build, with a general gaunt look about him. His eyes flutter about, hawk-like in nature at a solid dark, nearing the void-like black of his pupils. They often have a tired, sleepless look about them. A mostly messy mop of off-white hair sits upon his tall head, parting mostly off to the left side, occasionally obscuring an eye when not brushed out of the way.
However, the most glaring feature of the boy would easily be the odd deformity of his mouth. As if his jaw were locked in place most of his life, this is confirmed by the fact that his mouth is sown-shut with thick, white stands that restrict major movement, of what could hardly be called thread, that enter just above and below the lips.
Personality: Like some of the secretive and sequestered village that Nai was born into, he holds a very warped perspective of the world around him, truly believing that all is for his land, his brethren. Adhering to the doctrines, words, and values instilled within even at a young age.
However, below the deeply indoctrinated vile surface of the boy, lies a genuine heart that still lives, breathes, contains feelings untainted. Such as his unyielding curiosity and naivety about a world in which he had never been a part of, this often intersects, overcoming his drilled in ways. And yet, Nai would never stray from the laws of his land, nor betray even the most minor of secrets under pain of death. He could be described as innocent to a fault.
The boy is enthusiastic about nearly everything, and perhaps he must be in order to communicate more effectively through his gestures, for he cannot speak. Or perhaps he chooses not to, or has possibly forgotten the ability after going through the detestable conditioning of his youth. Even over all of that, Nai remains exceedingly cheerful, rare it is to seem him without a smile upon his face, threads tugging at his flesh all the while.
Nai seems to have a particularly incredible amount of masochism, in which the boy derives intense pleasure, perhaps even arousal when experiencing such pain.
History: Originally, the Hanashi clan, identifiable by their often pale hues of hair and flesh, built their nest for several generations within Amegakure, and grasped for even the slightest modicum of power. As a family they were seen as the devious and deceitful sort, so long as it advanced their own position within the land.
Countless ages of political strife between their own house and many others within the hidden village led them to create innumerable enemies and scant few allies. This, coupled with their dishonorable nature did little to shield from the cruelties during the just as uncountable and forgettable wars that ravaged the land, whether they be for territory or seizing yet more futile power.
In order to escape the detestable life created by forefathers, rife with assassination and destruction from within, the clan partook in an act that would stain their integrity for all time, betrayal. Handing over secret intelligence underhandedly to key figures within Kirigakure for safe passage and protection within their lands. The untold price? Those current members of the family forcibly had their tongues removed, robbing them of their speech and ensuring that there would be no spillage of information again.
From then on, even the children and their children's children would be taught never to utter a word, even in solitude, lest unwanted secrets leak from their speech, atop which, they are barred from any form of direct communication, including writing and sign language. This was in part done to make atonement for the sins of the fathers, however it has done little to change public opinion that the Hanashi clan cannot be easily trusted.
One such boy punished for the ways of his ancestors from which he could not possibly know the reasoning behind, was Nai. Originally defiant in adhering to strange doctrines and mannerisms that which other children were entirely without, his opinions were swayed rather forcible by the needed 'conditioning' that unruly Hanashi members underwent, which eventually led to thick milky threads sown lip to lip, just tight enough to allow minor movement of the mouth.
Thus, the boy would become yet another tool in the hands of their masters. Unfit to grasp any form of control or power within his own hands. Unfit to lead life by their own decisions, lest they betray their mother yet again.

Name: Harino sureddo Type: Offensive Shurikenjutsu Rank: C Range: Medium to long distance Hand Signs: N/A Description: The Hanashi clan has devised a manner in which to channel chakra through threads attached to tools such as senbon, shuriken, and kunai, in which allows their members to essentially thread a needle through the very air. Through the use of this technique, one may alter the flight pattern of such tools, extend their flight distance, or otherwise manipulate their movements for more precise and perhaps creative use.
Name: Suijaku sa seru sureddo Type: Offensive Genjutsu Rank: D Range: Medium to long distance Hand Signs: One Description: After landing a single threaded senbon to pierce the flesh, Nai sends a small bit of his own chakra down the line to reach the target. This interferes with the victim's senses, causing the area affected to become overwhelmed to the feeling of dull and pulsing pain aimed to minorly debilitate through many uses. This can be broken through severing the thread, removing the senbon, or through willpower alone perhaps.
Name: Ameribingu Type: Supplementary Ninjutsu Rank: C Range: Medium to long distance Hand Signs: Three Description: The boy takes in a single deep breath, inhaling and kneading even dry air with chakra, for which the gestation period is rather short, before being released from the mouth into the sky above. From which pearly clouds form, looming on high. These clouds release rainfall until they are spent. Forming puddles and allowing water vapor to linger within dry climates.
Name: Renzo no teido Type: Supplementary Ninjutsu Rank: C Range: N/A Hand Signs: Six Description: After preforming the appropriate hand signs, Nai brings a single hand to an eye. The index finger connecting to the thumb at the tips, a thin film of chakra is spread between the opening left over. This allows whatever vision passing through it to be magnified telescopically in a distance proportional to the amount of chakra poured in. This technique aids in long range tracking or for more precise distant shots.

Aw shit, I just made my character's whole combat skills revolve around using chakra to manipulate weapons with his mind. It would kind of seem like I'm copying your guy's shuriken jutsu @Unraveller... Hm, would it be okay to make a puppeteer even though my character wouldn't be from Sunagakure? @Write

Description: Sano stands at around 5'10" or so and has a solid build. Due to his occupation as a ninja he has trained his body to the breaking point so he has strong, lean muscles. This gives him an athletic build that grants him a balance of strength and speed. He has auburn hair, light blue eyes, and pierced ears with black earrings in them. Sano wears a simple outfit of a black tank top and white jogger pants. He wears normal black sandals and has regular ninja tool pouches attached to his person.

Personality: The best word that would describe Sano is ambitious. He's a very motivated and fiery young man. An extrovert to his core, Sano is very social and has a knack for making friends and attracting people to himself. He has a calm, confidence about him that tends to either aggrivate people or instills respect for him in them. His personality usually puts him in leadership positions but sometimes he's not the best suited for that position. His ambition can cause him to be impatient and quick-tempered. At times he can become easily annoyed and his fuse is sometimes shorter than he'd like. On top of that, his ambition to become stronger can cloud his judgment. Sometimes he goes to extremes when it comes to deeper emotions like love and hate. When he loves, he falls hard. On the other hand, when he comes to hate someone, he can hold one hell of a grudge.
In combat, Sano is unnervingly relaxed and cunning. Sano has the trademark Nara intelligence and is known to be able to plan far ahead in a battle. He's very analytical and tends to take things slow to find any potential weaknesses in his opponent. The Nara tends to stay back in combat too, he could easily fit a support role but has a good amount of versatility. Sano's main weakness in combat would be getting too fired up and becoming rash and bull-headed.
Outside of combat, with friends and family, Sano is a really fun guy to hang out with. He's usually full of energy and loves the world. He's always up to try new things loves to be with the people he cares about. To friends, he's loyal and gentle. His trademark charm and wit are always active, to the dismay of some. To be honest, some people just can't handle him. He can be extreme and figuratively too bright which granted him the nickname, Kahona's Brightest.
History: Jin and Suzi Nara were delighted to be blessed with a boy after trying unsuccessfully for many years to birth a child. Sano was raised in a loving household with two parents who always encouraged him to do his absolute best. As a kid, and even now, Sano looks up to his father, who is in the ANBU black ops. He also admires his mother's strength, who is a renowned medical-nin. All in all, his parents are very successful. This is where the root of Sano's ambitious nature is derived from. As a young boy in the academy, Sano severely struggled to hone his clan’s trademark techniques. It broke his little heart to see his father be so successful using it, while young Sano couldn't manage even the simplest of the jutsu.
Sano begged and begged his dad to teach him, and finally the ANBU ninja agreed. The training was intense, and his father pulled no punches. Even then, Sano couldn't keep up, and it sunk him even further into disappointment. Finally, one day his father took him on a trip. They travelled to a beautiful forest and his father brought Sano to a small stream. His father told him to pay attention and he did. His dad pointed to the stream and told him that the stream represented what he was doing in his training. Sano's chakra was just rushing with no control. His father took stones and blocked most of it until the stream was concentrated into a strong, focused blast. His father told Sano that this is what Nara needed to do with their chakra in order to do their techniques. it was more about control instead of large chakra pools for showy and flashy attacks.
With this new information, Sano put all his effort into his training and finally had a breakthrough. Ever since the adventure with his father, Sano was reigned in his control of his jutsu and actually grew to be a formidable ninja. Sano wishes to become stronger, he wants to show that he has what it takes and that he could be just as, if not more, successful than his parents.

Standard Weapons: Sano carries the normal ninja tools except he carries wire strings, flash bombs, and a tanto. Instead of keeping his tool pouches in the usual place he keeps his kunai and shuriken in a pouch on his lower back.
Type: Supplementary Rank: C Range: N/A Hand Signs: Shadow Clone Hand Seal --> Rat Description: Sano performs the hand seal and he can create up to two shadow clones to assist him. These clones will attempt to grasp the enemy. If or when a clone grabs the opponent, they will meld into their shadow and connect with Sano’s Shadow Paralysis Technique. This can enhance his Shadow Paralysis range greatly if done correctly. The clones don't have the ability to use jutsu and are forced to use taijutsu. They tend to disappear after a of couple hits. The clones disappear when exposed to extreme light, meaning he also can't use his flash bombs in conjunction with this technique.

Anyways, yeah, it depends alot on what your character is good at. If they have good chakra control, I'd say Rotation isn't out the question, but that'd definitely be a requirement. Hit me up with any questions.
@The Unraveller- It looks like 'Ribingu no kiri' is an enhanced version of Hiding in Mist Jutsu, which is B ranked, and I'd have to say no to that alone. Only way that would work is if it was a close range cloud of limited distance. The chakra sensing for now I'm going to have to say no to as well, specially as your char isn't a sensor. I also use Earth Release a ton, I know hiding can be cheap (love doing it), so going to say make sure you remember your character needs air whenever he goes underground.
Also, good luck controlling a mute, might be hard, but up to you.
@TheFourth- Gotta be honest, Nara's are really hard to grade. With the attributes, if his intelligence plays that big a part of his combat, I'd need it listed under skills. I'm a wee bit hesitant though about okaying a taijutsu oriented Nara with shadow clones. I'm pretty sure those aren't shadow clones though, as you have that as a C-ranked tech, shadow clones are B-ranked. I'd like a name change, just to avoid confusion, maybe shade clones? If it's C-rank, they'd be weaker, so I'd say they can't use seperate jutsu. Also, to avoid combo potential, and cause you do have flash bangs, I'd like them weak to light.
I just changed Nai's stuff up as well, replaced the fog jutsu with another. It really does seem like our Mist group is going to be a distant sniping and tracking unit, which is pretty interesting to me!

2.) How is she training with her father every day? She's out in the field, not back home in Konoha(Hidden Leaf). Is her father deployed as well for some reason? Does he travel to the camp to train with her or something?
3.) She was said to have the fastest hands in her clan when using gentle fist? Even faster then the masters of gentle fist? Then her father. The people who are more experienced than her? That doesn't sound make much sense imo.

Well first, the Rotation is a technique passed orally in the Main Branch house of the Hyuga and the reason people thought Neji was a genius for learning it was only because he'd learned it without it being taught to him (since he's a member of the Branch family) so I didn't take age or Rank into consideration since I didn't feel like it mattered. I believe 13-16 would be a reasonable age for it to have been taught if one has the right Chakra control to do it.
Second, the issue with when her Father trains her... Well in my mind, I was thinking Genin don't do a lot of away missions where they're gone for extended periods of time. Don't they mainly do like.... D rank missions? Would once a week be more reasonable? If not, what do you think is? Every few weeks? It's something that flexible of course but I do want to keep her trainings as a semi-regular thing.
As for the last one, I was thinking of ways to kind of set her apart. Essentially I was thinking that she could have the fastest hands, meaning that she is able to accurately pinpoint and attack one's chakra points faster than anyone else. This would be due to her having a really pure or strong Byakugan as well as some natural talent for accuracy. It's not something I have to keep so I can take it out if need be.
