No. a bigger fireball doesnt cancel out a smaller fireball. it just makes chaos.
the point would be moot if the authoress has your knowledge. your "power" level is not necessarily about how much energy you can exert over someone else, but also your authority to do so. to simplify it, consider Greek mythology, or any mythology or pantheon really... You have the original Personifications of time and chaos, which then give birth to the primordial deities such as Gaia and uranus (sky and earth). They in turn give birth to the titans, who then create the gods, who then make the demigods, etc.
No matter how hard Gaia/earth may try, she cannot exert her authority over time.
You the author are outside of all that stuff, above the Personifications of Time and Chaos, etc. Because to our characters, we created time and chaos. However, if you made a character named Bob (for example) who was the creator of all things including Time and Chaos, I can say "Not in my story, he didnt!" because i have more authority and power in my story than you OR Bob.
Samyazaii is akin to the primordial deities, or at the very least the titans. I will just make a list since there are only like 6 or 7 of them.

So if you make a character named Bob and say "he is more powerful than Samy; Bob has the same amount of power/energy/authority as Baal or Abdiel or Michael, and so that nullifies Samy." I can say "No, because in my story/multiverse, your character doesnt exist with that kind of authority. Energy, perhaps, but even then not really because in my story there is the list and I dont see Bob on it at all."
So even if you brought Bob in and made the claim that he was more powerful than Samy (no matter what kinda watch he's wearing), I can just say "you have the energy, but Samy has the authority and in my story, authority IS power, and it means more than energy or a big bag of superpowers."
So again, unless YOU are the Authoress... you cant read D'ren's mind and neither can your character.
However...the Restaurant has its own rules. And since nothing was stated (that im aware of) about the rules of a pantheon of powerful entities, i am assuming that as long as we dont break someone's mythos or god-mode, we keep to our own lore and pantheon, and we dont negatively affect other people's characters without their permission (same as in combat)....unless some kind of collaboration is in order, which i am all about
Also, D'ren has 100 super powers (supernatural and genetic) because he has a device that does the exact same thing your watch does: steals and/or copies every power that comes in his vicinity.

@SilverRain @Night_ StarEDIT: PS. Originally, (like...2003 when i first started RPing...) i made D'ren invincible against magic because he never used it and detested it. That was when he was 28 and evil, but not lord of hell. So when i RPed the prequel, and came up with an idea of him being a lord of hell, i made the reason for his being unaffected the fallen angel, and later on as a hero (like at age 30), Samy leaves him and he detests magic because of all the evil it/he caused with it. but the Powers That Be in my pantheon of gods/angels made him invulnerable to magic in a non-evil way.
i hope that makes sense.
