There is no canon indication given that any of the signature Katon techniques of the Uchiha Clan are used outside of it, so it's a pretty long jump of reason to assume they're freely available just because they're not well guarded secrets.
You would need a pretty good reason to be using techniques from another village in the first place, which doesn't seem to be covered in your character's backstory. Exclusive to the clan or not, it's still a Konoha ninjutsu. Where (and why) did you learn it, exactly?
I'm not trying to be combative, here. It's just important when you're building something in an established universe, to step back and think "Am I being respectful to the source material?". If it's important to your character to have these foreign ninjutsu in your arsenal, then some thought should be put into why they're there. That thought should amount to something more significant than, "they're fire jutsu, I'm a fire man".
And if it's not important to the character, why is it even there in the first place? To pad out the jutsu list with more combat options?

Bro what on earth are you saying? Did you read what I said? I literally copy pasted it over without changing anything to get an affirmation on the concept. I'm not applying to Amegakure. I thought I was clear about that. It's not like they're summoning Uchiha symbols out of fire. They're literally shooting fire. Out of their mouth. It's not super complicated. If it pleases you, the new queen, I could just make them into a custom jutsu that does the exact same thing. Which is shooting fire out of their mouth.
Now if it pleases you, I'll wait from feedback from the actual GM's rather than the backseat GM.

I'm not sure how familiar you are with the series, but Ninjutsu is usually a pretty private affair in the Manga. Countries don't exactly share their techniques, and the teaching of Ninjutsu is handled individually by teachers (or oneself, if self-taught), or privately by members of the Shinobi's family. You don't go to ninja school to learn these advanced techniques, because they're not public domain.
And no, the Uchiha's signature Great Fireball Technique is not as simple as "breathing fire". As somebody with Katon, you can't just direct chakra to your lungs and exhale to destroy your enemies. If that's all there was to it, then it wouldn't be nearly important enough to be considered a coming of age ceremony for one of the most elite families in Konohagakure.
It's true that another village might have something similar, and it might also be directed from their mouth. But there is no way it would be identical, considering the differences in culture and practices between countries.

@Red Alice Sadako will be in the leaf because her personality will match it best. Sakana will depend entirely on whether he's accepted because he's young, a jonin, and his kit is pretty strong, so I'll likely tone it down to be a bit more specific to him given the setting of this RP. I'm still unsure where, so if he's accepted by the GM's I'll probably use him to fill a hole in a team that needs a sensei. If he's not, I might transform him into a genin in whatever village needs a genin to fill a team.
I'm at work, so I can't make a full CS, but I thought I'd post a few short ideas to see what people think. These are for a (likely leaf) genin:
1) A sensor-type ninja who is naturally skilled, but overly sensitive to the point where it can be hard to "turn off" the chakra sensing. 2) A jinchuriiki who, due to losing control at one point, specializes in taijutsu to avoid a repeat of that situation. I like the idea of playing a jjnchurikii that isn't super OP, but I would understand if it isn't allowed. 3) A swordsman who either has ancestors from or his parents were immigrants from the Land of Iron (samurai place). Wants to be a great swordsman to honor his heritage/ancestors. 4) An average guy without any special abilities or powers. Kind of a "blank slate" just to see what happens. Maybe I'd give him a unique jutsu that he got by chance or something.
These are just ideas that I beainstormed - I think numbers 2 and 4 are my favorites right now, but I'm curious of your thoughts.
I guess I'll hold off on my character for now. Currently, he's too in line with the mist in terms of personality and background. I'll just go with the majority and edit my sheet accordingly.
@slackpack problem is you'd need at least three others in a given country to have a team (or so I suppose, not sure what the GM's are planning) so the decision to have 5 open villages probably means people are gonna need to run a multitude of characters to fill teams in each village.
