@jakeb1993Alright, looking through your CS, here are my questions/observations.
First off, kudos for fleshing out your post-outbreak skills per Lady A's insistence. I agree with our benevolent GM that intelligence without training (or a crapton of trial and error) isn't an acceptable substitute for learned skills. That being said, it brings another difficulty to light: Background v. Skill Set.
Looking at his history, it appears that, for most of the apocalypse, he was living behind walls in what is referred to as a "sheltered existence". From where did he learn (or get time to practice) Scavenging, Water Purification, or Trapping? OP states that skills must match background. One month (the period of time you mentioned he had been on his own after leaving the base) is not sufficient time to acquire these skills, especially not to the extent necessary to survive on one's own, even if the character had a mentor over his shoulder.
Impromptu Electronics - I am assuming a standard juryrigging skill?
Crude Mechanics - Please explain.
You have also mentioned in the OOC that he has been using, and intends to continue to use, various electronic devices to help his evade the Walkers. I see nothing of the sort in his personal inventory, however. If you don't have it listed, or if you don't acquire it through IC play, it doesn't exist. This is one of the reasons we keep an ongoing and specific list of supplies for the city in the OP - if the community needs something, we have to produce it, repair it, or go on runs to find it. (Cue LLA's opportunity to kill and/or dismember us.)
Perhaps because alterations have been made to the character to suit your vision of his abilities, it is a little patchworky. Some smoothing out is necessary to make him viable.
