I was just reading through the posts that I missed about this new update and, if I'm being honest, I'm still very confused on the rules, requirements, and even the mechanics when it comes to NPCs. I've never seen it used before in the games that I've been a part of so this all very new to me and I'm mostly used to playing NPC canon characters in a way that others are free to play to as with all of the players just trusting each other that we'll be flexible, fair, and responsible with them so as to avoid god-modding and issues like that, and of course, consulting the GM and Co-GM(s) for approval too as we all normally do. I just find that it also helps reaching out to each other in PMs, and in the OOC too if there are no spoilers for future posts, to discuss what ideas we had in mind for these NPCs so we can all be on the same page and not be surprised when we see an NPC we wanted to have control of doing something that didn't align with our vision for them. I just find this approach much easier to do and keep up with, personally.
I also worry about the issue of not being able to keep track of who will have control over "X" or "Y" NPC since I saw you mentioned there was going to be a waiting period for them to be used again by someone else. I'm not sure if I understood that correctly though. And I think that could cause some issues because IC posts, as we all know, can fluctuate and there will be many times where players won't post for a long period of time and I worry that that will hold the RP back even more.
Anyways, sorry for the long post, I just wanted to share my two cents here.
So what about if you’re using villains for your character that are traditionally levied against a different hero? Would you need a sheet for them, and/or approval from the parent PC (if there is one)?
How ‘big’ does a heroic character need to be before they pass that ‘NPC Sheet’ threshold?
But doesn't that restrict future players from applying for a big title character in a way that they want? If they come in after an NPC sheet was accepted, they'd have to conform to that sheet. If someone nine days from now wants to play Wally West as the Flash and as part of their backstory Barry Allen died in an incident decades ago, that would conflict with the already accepted NPC sheet of a modern-day Barry.
I get what the idea is behind this, I just personally see it bogging things down more than anything else. But that's just me.
I don't want to monopolize all the questions, so I'll leave it to others to chime in if they want.
I guess the further question on that is, if I get permission from a player to use their legacy as an NPC for a scene, do I need to also submit an MPC sheet?
EDIT: And this is only for heroic NPCs? Or do we have to submit villainous NPC sheets, too?

But something that wasn't explained: does this mean we can't use NPCs unless approved? Like, if I want Static to interact with Flash as an NPC, I need to wait a week for approval? So, basically, the only NPCs we can interact with freely are ones that fall under the banner of character legacies?
