From my experience, it's because a lot of GMs don't change that, even when it gets full. Although this is just from being here for a couple of days and lurking for far too long. But. It's a trend I've noticed in that short time.

I'm interested. I like the idea that we're forcing interaction and story progression, as well as controlling length, since those are the priciniple failings of NRPs. From the looks of things, we'll be building the world up from scratch?
