^What he said. I wouldn't say its too strong and there could be a use for it I suppose if you used something with like three mats. Eh.
@Eklispe
Basically they want a wall that never dies and keeps going back to the graveyard meaning the only way to get rid of it is to send it to the deck or to the hand.
SO kinda broken really.
Name: Reading Up
Spell type: Normal
Effect: Remove 3 Spell Counters from your side of the field; Draw 2 cards. You cannot add any Spell Counters to cards you control when this card resolves.

Name: Fusion Reload (so that it doesn't get confused for something that actually fuses)
Spell type: Normal
Effect: Reveal one Fusion Monster in your extra deck. If the specific materials listed on that card are in your graveyard, you can activate the following effect:
● Add those monsters and one Polymerization from your graveyard to your hand, if possible. Then, shuffle cards from your hand into the deck equal to the amount of cards added to your hand by this card's effect.
Edit: What do you guys think about this card? Anything wrong with it?
Name: Barrier Guardian of the Drought
Level: 8
Attribute: Earth
Monster Type(s): Effect/Rock
Effect: No monsters can be Special Summoned, except for EARTH monsters.
ATK/DEF: 1000/3000
Hmm... it's been 2 days since any action in the ic has occurred. Which groups still have things to do?

I interpret the effect like this:
Specter dragon is in the graveyard. It gets banished, then returns. Now, on the next turn after that effect resolves, it gets Special Summoned to the field as long as you control no monsters and your opponent does at least one.
If that is indeed the effect, I'm honestly fine with it. There's ways to get around a wall like that.
(plus, you could pull the card and augment a really strong DARK recycle chaos engine. Why would you be complainin'? =P)
@Xeiyenreisha, I want you to clarify how the effect is used in your own words so we can all get a better image of the card.

I... I think I love this card. It's dope. Accepted.
<Snipped quote by Xeiyenreisha>
Everyone was fine with it, so accepted.
<Snipped quote by Eklispe>
Sorry for not getting around to it earlier. Naturally, it's accepted.
@Ammokkx
So... Free chaos engine?
God @Xeiyenreisha In your bid to kill me you keep giving Vincent better cards my god (this would make the dopest combo with a certain limited card :P)
But, but, but, I mean holy fudge you could one shot yourself. I mean. I guess. Well. Spell economics and a few other things. I mean, if there was a card that could reflect that damage to your opponent it would be insanebut i'm to lazy to check, but if there's not then that's a scary cool card.
Trump card go...Name: Chaos Emissary, Emperic Over-Dragon Dawnbreak
Level: 9
Attribute: Light
Monster Type(s): Dragon/Synchro/Effect1 Tuner + 1 or more non tuner "Chaos Emissary" monsters
This card gains ATK equal to the number of your banished Light and Dark attribute monsters x200
#A lowered attack gain then the Original Chaos Emissary, Emperor dragon because otherwise this card would be much more broken with the added effect.
When this card is Synchro summoned you can target one monster your opponent controls and its effect is negated until the end-phase.
#This is showing the suppression of the void usually shown by someone of an empirical order, Cause Chaos Emperor it seems fitting to suppress the oppressors for at least a single turn.
Once per turn during either players turn If this card would be destroyed by battle or by card effect you can banish one Light or one Dark Attribute monster from your grave, Negate the attack or card effect.
#Generally using Chaos fodder to protect the king as best as possible. Not the best idea in a chaos deck considering your losing fuel to keep this one card alive and your opponent could just bait you out for the destruction of this card. Note it doesn't say destroy, so if its a monster effect the monster is still alive and could just swing in if it had more attack.1 Tuner + 1 or more non tuner "Chaos Emissary" monsters

I know quite well the power of a Chaos deck. Thus, I must equip my nerf bat and alter the effects a bit.This card gains ATK equal to the number of your banished LIGHT and DARK monsters x200, When this card is Synchro Summoned, you can target one monster your opponent controls; that target's effect(s) is negated until the End Phase. Once per turn, during either player's turn, if this card would be destroyed by battle or card effect, you can banish one LIGHT and one DARK monster from your graveyard instead.
EDIT: Hmm... maybe I was too quick on the nerf. Just gimme a moment.
DOUBLE EDIT: Done.
