@VitaVitaAR Darn, alright I guess. I'm probably going to remove the immortality because it won't make much sense with this new one.
Salaman was the apprentice of a master Wizard after a certain chain of events in his childhood which many people including his Master all wish to forget, which Salaman cherishes as the one card he is able to play against the old Wizard. After his mother had given him a stirring speech about following your dreams he had decided to do just that and go find himself a wizard to apprentice himself to. Eventually he chanced upon an old bearded man who, after hearing his story invited him into his non-descript white van. The old man made it about 10km through the England streets before the police were on him and he was arrested for kidnapping.
It took a long time to convince the courts that the old man truly was a wizard and the 'tower' he was going to show the child had really been his wizard tower, on account of there not being official paperwork for a wizard tower and the old man being a rogue wizard, so there was no help from family or other wizards. Following his release, Salaman was finally able to live his dream as a wizard's apprentice, only he was also going to find out what being a rogue wizard meant in the modern day. The Old Man was a rogue wizard because he hadn't paid the fees for his wizarding license or the mortgage on his tower for that matter so after returning from the lengthy court case they came back to the tower being seized by the Wizard Bank of England.
Still determined to make the most of the situation, Salaman stuck with the Old Man. To get his tower back the Old Man took out some shady loans and ended up getting chased by old debt collectors which he had previously escaped as he had suddenly reappeared on their radar. The Old Man taught Salaman what little magic he could and also his current name to inaugurate Salaman unofficially as a new Wizard. They escaped the country together only to find that across the world many of the Old Man's enemies had awakened and were out for blood.
One day after a few years, Salaman woke up to find the Old Man and the white van were gone, only to find a letter saying; "Seek the Outbreakers." After a few more journeys on his own, Salaman finds himself in Japan and the Outbreak Agency his master had told him to find. But his Master is still missing and very little information on him exists. The only thing Salaman has found is that a long time ago his Master had worked here for a while. He was forced to completely enter his pockets to even get this far so now Salaman finds himself without clues, without resources, in a country where he has nothing.
@VitaVitaAR Nahhh, it's just the Magic License and also the Wizard Tower. You can't have a normal real estate agent for a wizard tower, it's gotta be a wizard real estate agent. You also can't have a normal bank take a wizard tower.

Name: Zanuka "Zann"
Age: Human appearance ~21-24, Exact age unknown, est. around 400-450
Gender: Male
Personality: There's always a slight air of mystery about Zann, his behavior can often be described as peculiar and he is rather mischievous, but he is mostly friendly.
Equipment: Zann doesn't carry much equipment of his own, he only even wears clothes in his human form, but he is capable of using a vast array of weapons and can borrow from the agency's armory as needed.
Abilities: Aside from his shapeshifting Zann is an adept wielder of his Fox-fire and a very skilled illusionist. His illusions can be almost indiscernible from reality, and some can even interact with the world as if they were real, an ability he uses to create duplicates of himself during combat. Due to his time posing as a servant to the onmyōji he has learned the art of Onmyōdō, further enhancing his elemental abilities and allowing him to generate and detonate singularities to create powerful shockwaves.
Skills: In terms of combat Zann is a skilled hand-to-hand fighter, decent bladesman, and expert at throwing knives, and an okay shot with a gun. He usually prefers to fight hand-to-hand in his kitsune form, using his magic to reinforce his claws and fangs, making them capable of piercing anything he can get at with them. In other skills he can seem almost omnipotent, capable of doing or quickly learning almost anything, from cooking and mending clothes to computer programming/repair and even mechanical engineering. driving confounds him to no end, however.
Brief Backstory: It's proven impossible to track down the exact origins of Zann. He makes brief difficult-to-spot appearances throughout history. Then first sightings of him were in Japan during the late Azuchi–Momoyama period. While most of his appearances are brief, with him disappearing again shortly after, some extended appearances have him posing as a servant with the Bureau of Onmyō, likely to learn their magic if his abilities are any indication. As time passed and it became more and more difficult for even a kitsune to remain hidden from the world it became inevitable that he would be tracked down by the outbreak agency or some similar organization, so before that could happen he came to them and asked to join, becoming the personal assistant to Kitagawa Miyu. He is not listed as an official agent.

... okay, think I need to restate that this is a setting where magic and the supernatural and advanced technology is not really a secret. Youkai walk around in public, many shrine maidens and stuff know onmyodo, that kind of stuff.
Unlike my other urban fantasy setting, there doesn't really need to be these vast organizations issuing licences and keeping stuff secret.

Personality: Perhaps it's a result of spending his formative years around the dead, but at some point in the last decade Kichiro just sort of stopped caring. Saying he has no regard for life wouldn't be entirely fair: He does think twice before killing anyone. He certainly doesn't want to die, and he wants the few people he has any attachment with to stay whole and healthy. It's more that he has the chronic habit of not taking anything seriously, approaching the world with cynicism and detached amusement. He has Manic-Depressive tendencies as well, making him a difficult person to form long term friendships with. Kichiro is frequent user of intoxicants, mainly alcohol and psychotropic drugs, as a way of staving off the general breakdown of sanity associated with his condition, but worries he is fighting a losing battle.
Equipment: Kichiro carries a number of spiritual and shamanic, mainly things that produce smoke such as sage, palo santo, and frankincense. He doesn't actually know if these items actually make him more effective, but they do make him feel more confident. He doesn't carry any physical weapons as he generally avoids fair fights.
Abilities: Kichiro is an ectopath: he lives deeply in tune with a phenomenon he calls “the Ghost Soup”, a sort of psychic smog made from the remnants of dead mortals as well as ambient spiritual and elemental forces attached to any given area. He can channel and redirect these forces to produce a number of paranormal effects.
Communication: Kichiro can receive simple messages from the spirits around him in the form of short phrases and sensory inputs, manifesting in a sort of “enhanced intuition”. As it turns out, holding in-depth conversations with ghosts is like pulling teeth from a spastic wild cat: Only the recently dead and particularly strong willed individuals retain their rationality, leaving the majority flighty, emotional, and unreliable.
Obfuscation: Kichiro channels the energy around him to hide himself from view. He isn't invisible while doing so, only significantly harder to detect with normal senses or esp, and completely obscured from electronics. In a dark room or deep patch of shadow, it's nearly impossible to know he's there unless one were to walk directly into him.
Manifestation: Kichiro directs large amounts of energy into an individual spirit, giving it physical form. Once released, a spirit manifested this way is not under his direct control. He generally uses this method when in a tight spot to create havoc and distract any pursuers while he slips away.
Inverse Possession: Kichiro can channel a specific spirit through his body in order to utilize their skills through muscle memory. For example, channeling a highly skilled martial artist would temporarily give him a deep instinctive knowledge of hand-to-hand combat. Maintaining this state for any extended period can be very damaging to his psyche, however, as he must struggle against the emotions and personality of any entity being channeled through his body.
Ikiryo: Kichiro separates a part of his mind from his physical form to become it's own free roaming entity. His Ikiryo is significantly stronger than most average humans and is able to physically manifest and move physical objects, but lacks higher function and rationality. His body still functions on it's own, but is completely emotionless. He has yet to find a practical use for this ability, as reuniting his body and soul is very difficult.
Skills: Kichiro's main focus lies in espionage. His talents make him ideal for information gathering, information which he relies upon for trade. He's very skilled in deception and manipulation as well, displaying a knack for playing people off one another to keep suspicion off of himself.
In terms of non-profitable skills, Kichiro has a peculiar way with animals. Domesticated animals such as dogs and cats tend to gravitate towards him and give him an unusual amount of trust.
Brief Backstory: Translated roughly to English, “Kichiro” reads as “lucky son”. It's widely held by those that know him that whoever named him must have done so as a mean spirited joke. He keeps a tight, heavy lid on his childhood, so all that is known about him by the Agency starts when he was sixteen.
It was at the scene of a murder, five high school students torn to bloody pieces in a locked apartment. The young Kichiro had slipped in amongst the agents as they investigated, looking gaunt and filthy as though he had been living on the streets. He claimed to know how to help them, and indeed proved his worth by tracking down and assisting in subjugating the rogue entity that had done the deed. Kichiro was offered a job, which he declined, on the grounds that he couldn't bear the idea of bonding himself to any group. He did accept a large sum of money under the table for services rendered, however, being proud but not a fool.
Since then, he has worked as a sort of “freelancer” for the Agency, assisting whenever his particular talents would be most effective. He mainly makes his living through the black market and organized criminal groups. Officially he owns a small occult shop in a dark back alley, directly above which is his small apartment. The items he sells are advertised as “very haunted, possessed, and otherwise hexed”, so most of his sales go to eccentric collectors.
Allegiance: Outbreak Agency (Mostly, and unofficially)

@VitaVitaAR Well, I guess I could just have it that his master was shunned from the wizard community because of his myriad debts and running away from them all the time. Would that work better?
I was giving Ayumu an overlook and was thinking that he'd be more of a villain in the beginning than a Agent. Or maybe he can be on the verge of swaying either way.
@Zetsuko: Like, um, to reiterate, he would not need to join some organization to learn onmyodo. That would be like joining some bike riding organization to learn how to ride a bike. Not the best comparison but if you have the potential there's a lot of ways you could learn it.
@RoflsMazoy: I'll be honest and say one of my doubts is he feels like a Harry Potter character injected into an RP that is not very much Harry Potter at all. ^^;
I'll admit I'm not entirely certain the drug use really fits tonally but it's not a big enough issue for me to ask for it changed unless it's going to come up a lot and be dwelled on. ^^;
Well, his addictions are an important part of his character, but it's more background information. He's not "lol look how high i am u guyz aint i wacky"
