No, there's a whole world out there (the Crimson Sky) that poses a threat for rogue Chasers, not just the Association. Also, all of the organizations want to keep the masquerade, though, each of them as their own reason for such.

Also no, powers are perfectly usable on the normal world, unless they have a restriction specified by the players themselves.
