The World of Blood Compact
Welcome, and thank you for checking out Blood Compact. This is a vampire-werewolf roleplay that has occurred in 4 previous, very successful threads on the RPG site. The original thread was begun by @Shikarua few years ago, and I credit all references to the world and to any of Shikaru's characters to him, the original creator.
This rp will be both a combination reboot and continuation of events and characters in past BC rps. Overall, it is a remake, but events that occurred in previous threads may be referred to as part of this rp's lore and history, depending on whatever is deemed "most fun." I will try to provide everything historical you'd want to know for your character in the OC.
World of Blood Compact takes place in "modern" times, although futuristic technology is accessible and may be included as part of your character's development and will be encountered in the rp.
Sometime in the last century or so, the world became keenly aware of the existence of vampires when a psychotic, rebellious, and powerful, oldblood vampire by the name of Magnus raised an army and basically tried to take over the world. A decade-long war was fought (often referred to as the Nightwars), vampires were divided, the SOLDIER organization was created, and the Blood Compact was made. The primary battlefield was the central United States.
What does all that mean? Well it means the war ended, and uneasy peace was re-established, and vampires were not exterminated from the face of the Earth. In summary, Magnus was defeated and presumed to be dead, but it was only by humans and vampires joining forces to confront him that this was possible. SOLDIER, for which we still do not have a sensical acronym, was formed as an agency to keep the peace and uphold the terms of the Blood Compact, which was signed in both human and vampire blood at the end of the wars. The compact basically states that the murder of either human by vampire or vampire by human is forbidden and punishable. SOLDIER employs both human and vampire agents to enforce this policy. Nowadays, the SOLDIER organization has been accepted worldwide and has headquarters in every country. Under their vigilance, peace has been maintained.

Humans, vampires, and the ever elusive werewolves are permitted species in this rp. There is no "magic" in this rp, but of course I have to allow a certain level of "supernatural bullshit" to pull this rp off. So that means you can get away with any psychic-type powers, any supernatural abilities, shapechanging, electrical manipulation, light-bending, extreme speed and strength, immunity to pain, fast healing, immortality, etc. If you want to fly, you can either have wings or say you have some kind of telekinesis to levitate yourself. Please try to think of remotely-reasonable explanations for your characters abilities. I will let humans have a limited "sixth sense" as a kind of innate psychic ability, which you can play with if you want, but no seeing the future and no magic missiles.
If you want your character to be the leader of a giant, powerful, secret society, you can do that, but you cannot have ridiculously expensive, deep underground, heavily armored completely hidden bases and command orbital solar space lasers. Do you catch my drift? Try to keep it real. I'll let you have a base, or a small space laser, or a secret lab, but not everything. High-tech suits of armor are also fine, but there's no way you can say your organization afforded to make more than 1 or 2 of those things. Consider being part of Solider and having them get you what you want.
Keep the factions to a minimum. If you are a human, you are either pro-vampire, anti-vampire, or you just want SOLDIER to keep the peace and go on with your life. Most try to operate outside of human knowledge. You could certainly create a bloodline that is friendly with humans and feeds on only animal blood... if that's your thing. This is mostly OC information,. ie. most characters are not going to know what line they're from or about other vampires origins.
If you want to be a vampire type that is alive and can procreate, you are going to basically be ousted from human society, considered tainted or cursed, and you're going to be much weaker than full vampires. But, perhaps you can go longer without feeding and enjoy some degree of benefits of supernatural powers. Tell me what you want to do.

Appearance: Hair and skin as white as ivory with eyes usually turning red, yellow or orange.
Abilities: Unusually Variable, ranging from physical abilities to mystical ones such as shapeshifting. However all are dependent upon the lack of sunlight making them severely weakened in day time, but empowered during the night. Also have an aversion to silver for reasons unexplained. The older ones usually have some affinity to water and must rest at least once a day completely submerged in water to maintain their higher powers.
Turn/enthrall by biting a victim a certain number of times. Descendant vampires are completely unable to resist their maker's commands. See Grey Dust for any questions about them.

Appearance: Iron-grey Hair and possibly gray skin, their eyes are usually white as they are blind.

Highly mobile, some are powerful beings which seem to defy the laws of physics by crawling on walls and ceilings, while others float inches off the ground like ghosts, but most are restricted to walking. They are immobilized by a prepared scroll placed on their forehead, which is one of their major weaknesses.

Origin: Ancient Africa, presumably a jungle tribe.
Original One: The oldest sire of this clan has been reduced to merely a single organ, a heart. It is closely guarded by a council of elders.
Appearance: Generally indistinguishable from the normal human, although their heart has been removed and replaced with an animal's heart.
Abilities: Their innate abilities are tied to the animal whose heart they bear. There may be some unexplained power that allows them to Voodoo hex or curse others... poorly understood. They are weakened by weapons fashioned from the type of animal they replaced their heart with. Totally ok with sunlight.

Originator: Yes, there was a Dracula, and despite being 'young' for a vampire, he was exceptionally empowered. His ambitions have unfortunately resulted in his death at the hands of a pathetic human no less. Before he was killed, he sired a lot of other vampires who inherited their lord's unique superiority.
Appearance: Typical movie vampires. Pretty, pale skin, cold touch.
Abilities: Uniquely strong and fast among vampire kind. Shapeshfiting into traditional Draculean forms: wolf, bat, mist. Mind-altering powers, pleasureful bite. Exceptional healing, weakness to holy items, repelled by mirrors, and usually weakened or at least annoyed by sunlight, but some seem to be unaffected by it. Younger ones might be killed by sun. Feel free to modify your character.

You guys have an extensive history shrouded in myth and legend. The existence of werewolves is still up for debate among humankind, but they were seen in battle a century ago during the Nightwars led by Magnus. Magnus pacted with the great North American packs to join in his war, promising them freedom and dominance over humankind who were threatening to encroach on their territory. Magnus was also very strong, a quality which the wild kind respect. (There was one time Magnus literally threw a tree at a helicopter) He proved himself to them, and so they believed in him and followed him like an alpha. In the end, however, they lost the war and returned bitterly to the far north. There are a few vampires who know that Alaska is ancestral werewolf territory. Since then, werewolves seem to have adopted a bitter hatred for vampires.
WW characters can change at will, unless you feel you want your character to be restricted to only changing form during a full moon. You maintain your own will and mind, you have unimaginable strength and healing abilities, but silver burns, and such wounds won't heal until the silver is removed. Werewolves are living, and have procreate. They have to eat and drink, and they maintain a cultural pack mentality, respecting power as a necessary quality of leadership. They believe in survival of the fittest. Rarely is a werewolf ever alone. They can change others by biting.
A WW may be interested in joining humans to eliminate vampires, but they probably would be disinclined to trust vampires ever again. They really don't like humans much either, since they overpopulate and pollute the world.

My goal in this version of the rp is to bring the focus back onto the Blood Compact itself: the doctrine, and SOLDIER's attempts to enforce it and/or abuse their power. I also want to see the interaction of different character types with very different views and how they interact with each other and justify their actions. How do they survive every day? How is this world going to end up? Who will ultimately take control, or will anyone ever be able to? Side-plots and individual character development stories are encouraged.
