Mm, true enough, and there's often also prejudice against quirks that do "freaky" things (like Himiko's and Shinso's). And quirkless people are probably the worst off.
Being quirkless isn't a visible thing though, is it? Especially when laws in society forbid the usage of quirks in everyday, public life.
I'd hesitate to make broad statements about the treatment of mutants and people with 'evil' quirks in society, when all we have as a sample size are people who just had to deal with shitty kids their own age.

Costume: A simple dark blue bodysuit with a flame design, which is capable of adjusting to her size during transformation. Additional accessories include black stretch knee pads, reinforced fingerless gloves, and chunky studded biker boots.
Personality: A short tempered young lady, often choosing violence over peaceful negotiations to settle a dispute. Somewhat selfish and self-absorbed, Homura is generally hostile towards authoritative figures and feels little incentive to follow orders with which she disagrees. She has an unhealthy obsession with winning and reacts negatively to losing in any form. Prompting her to resort to underhanded tactics whenever the opportunity strikes.
Quirk: Kaiju Type: Transformation Effect: Homura's quirk allows her to manipulate the size of her body and transform into a kaiju-like creature, as one would see in Japanese fiction.
Currently, she could only scale up to a maximum height of ten meters. The transformation itself is heavily dependent on angry she gets, so the size often varies in between her base form and maximum form. Still, it's rather small for a self-proclaimed kaiju.
While transformed, she cannot adjust her size at all, she would have to cancel her transformation in order to do so. However, due to the unrefined usage of her quirk, Homura suffers a rather comical side-effect. One of which often shatters her pride as a fighter.
Once a transformation is deactivated, she temporarily reverts to a three foot tall chibi version of herself. It renders her unable to transform again in quick succession. The amount of time spent in her chibi form, is roughly equivalent to the amount of time she spent in her enlarged form.
History: Unlikely as it may seem, Homura was born into a prestigious and rich family. They own a successful support company that rivals the major competitors around the world, but are widely popular in japan. A younger sister to a globally renowned hero 'Crystalys', Shizuyo Kajiwara, the crystal kaiju. Yet, Homura shows no interest in her family's wealth nor does she care about sullying their reputation with her wild behavior. All she cares about is surpassing her sister in the form of a brutal ass kicking and keeping a promise to a close friend.
What annoys her the most, is the fact that her family highly praises the more civilized elder sister, paying no attention to her own successes. This led her to become a troublemaker when she was young and often started fights with anyone who dared to look at her the wrong way. All to shine attention upon herself and establish her own identity, stubbornly refusing to live in her sister's shadow.
Her cousin, Masahashi, was one of Homura's primary targets among the family whenever she wanted to blow off steam. Their relationship had always been rocky, as Shizuyo was responsible for watching over the two whenever she was off duty. It always boiled down to shielding Masahashi from Homura's unglued rage, giving off the impression that she was giving him more attention than her own little sister! On top of that, Masahashi was being groomed to inherit his father's company. Homura didn't care about the inheritance itself, but it angered her to learn that she wasn't even considered to be a potential candidate. Despite how heavily influential her elder sister was to their side of the family.
Adopting an independent attitude, she often sneaked out of the house to do kaiju things. This includes rolling with an unlawful crowd. Specifically, joining unsanctioned fight clubs where quirks were permitted.
Oddly enough, her mother encouraged her mischief behavior, while the father tried to teach her some discipline through martial arts and intensive training. It worked to some extent, but in turn it caused her to become a better fighter and fueled her hatred for her sister. Learning the art of provocation, she bluntly issue challenges to those who catch her eye. Using whatever means to start a fight without being the one to initiate it first, at least from her point of view. Unless of course, her temper gets the better of her.
During one of her matches in an underground fight tournament, one of her opponents suffered a career ending spinal cord injury from Homura's attack. They were closest thing Homura ever had to a rival and best friend. She deeply cherished their battles and memories they shared, but was too stubborn to openly admit it. She wanted to quit fighting after that, fearing that she would make the same mistake again in the future. But, her former rival urged her to keep fighting. Claiming it would be disrespectful to them if she were to give up.
After a bit of sulking and self-reflection, Homura took it upon herself to inherit her rival's dream and become a fighting hero. Her path led her to New Heights, a step closer to her own personal goal.
Exam Report: The exams started out smoothly for Homura as she ended up working together with her cousin, Masahashi. Despite their tense relationship, the two proved they could surprisingly be a fantastic duo. That is until, Masahashi unwisely commented on the side-effect of her quirk. Embarrassed and infuriated, the moment her chibification wore off, Homura relentlessly attacked Masahashi and tossed him around like a ragdoll. Causing unnecessary collateral damage for both parties and penalized their points as a result.
Personality To call Masahashi as dull as a rock would be a severe understatement. Since childhood he has been raised to inherit his father's company and taught not only by his father, but also by the best tutors money could buy. However, due to his life being devoted to that and nothing else, he has become a rather emotionless fellow and extremely blunt at all times. He can see social cues and can read people to a degree, but since he can't really understand either of them, it all ends up in a mess when he tries to properly communicate with most people.
Quirk Metalbender Type: Emitter Effect As its rather obvious name might suggest, Masahashi's quirk allows him to manipulate all sorts of metals he comes in contact with to a desired shape, or to simply weaken said metal to a degree. However, the rarer and more precious a metal becomes, the harder for Masahashi to use his quirk on them. His near complete lack of imagination also does not help with the more potentially creative uses of his quirk.
History Masahashi was not born with a silver spoon in his mouth, he was born with the entire silver set of silverware cutlery by his side. Masahashi has had the rather extreme luck of being born to one of Japans richest families as the first son and apparent "heir" of Kajiwara Industries, one of the, if not the actual top hero support companies in Japan, crafting equipment and the like for many of the country's heroes and some even outside the country as well.
And because of that, he was from birth schooled to be not a hero, but simply to absorb all the skills the leader of such a company might need. Empathy, or most emotions really were not part of that curriculum however and as such Masahashi became rather good at reading people, their moods and social cues in general, but because emotions and the like were foreign things to him, he was not able to really put these skills to use all that well.
However, though most people were willing to put up with his rather blunt, machine-like behavior in his life, there was a certain person who didn't care for him at all, even if this person was actually part of his family. Kajiwara Homura, his cousin disliked Masahashi and she often tried to pick on him for entirely foreign reasons as far as the young man was concerned. Only later did he find out that it was both because her own sister, Shizuyo Homura was paying more attention to him than her and because of the fact that his cousin was never even put in line to inherit the company, sending the rather unfortunate message that the girl was unwanted.
After many more years of home-schooling, Masahashi's father, the now aging Kajiwara Takedo realized that his son, as the way he was in his rather emotionless states was in no way fit to inherit the company. So, he rather suddenly decided to have his son join the influential New Heights Academy so that he would be able to learn how to act around other people and to both gain the prestige of becoming both the owner of Kajiwara Industries and a well known hero.
At the same time, Kajiwara Takedo also decided to invest quite a hefty sum into the school itself, for apparently no other reason than just to show his appreciation for the good job the school was doing in raising new heroes.
Exam Report At first, Masahashi used his home-made suit of metal armor to aid him in taking down a few of the smaller robots, using both his suit and his quirk in tandem to help him win against his smaller foes. However soon after the start of the exam, he met up with is cousin who was participating in the exam as well. Despite their differences, the two teamed up and made quite the combo, with Masahashi weakening the metal plating of the robots and Homura smashing them apart.
It would have actually gone quite well, until an offhand remark from the him noting that his cousin looked cuter in her chibi form after her transformation angered Homura and attacked him, resulting in the two actually fighting among one another afterwards, rather than the robots they were there supposed to fight.
The canon villain looks are, as far as I know, intended to look evil. Apparently it didn't go that way in some cases though

Personality: Han’s usual characteristic is... laziness. With enough free time given, he spends it by sleeping. He wants to take a break whenever he can, conserve that energy and sleep for whatever he’s gonna do. But other than that, he’s a general nice guy. He looks out for his friends, and won’t hesitate to help them out in times of crisis. Han’s expression hardly changes. His default empty stare and nearly stoic level face is always there for his friends, never betraying their expectations to see it there. He does smile or frown too, but rarely. Everyday life can’t bring enough emotions to change his facial expression. When it does change, it can be quite extreme. Even though it’s hard to motivate this tall frost giant, he does shine when he is motivated. When the situation calls, he can spring into action. His body strength and speed is quite superior compared to his usual sluggish attitude. He’s not the sharpest tool, but he tries his best when he finds the need to. When he was young, Han almost gave his friend a frostbite, a little accident that happened when he couldn’t control his quirk that well. This memory haunts him still, and reminds him of the day every so often. As a result Han tends to hesitate when he uses his quirk to freeze people, making him consciously and unconsciously lower the freezing power so it won’t harm them.
Quirk: Frosty Winter Man Type: Mutant Effect: User can produce cold substance from their body, and gains resistance to freezing to a certain extent. Their body becomes stronger as body temperature drops, but if it goes beyond limit they'll freeze too. The maximum amount of cold substance they can produce before giving the quirk a break is limited. And the colder the substance they are trying to produce, the lesser the max amount. Due to its function, the user also looks deathly pale for somw time after body temperature lowers greatly.
History: Han's early childhood had incidents of his quirk out of control scattered here and there, some small and some big. As his quirk wasn't so strong due to his age and lack of any training, a frosty touch was enough to create a bit of commotion. Once he almost gave his friend a frostbite-a case that still haunts him- and in another case he just froze a whole cup of water. Luckily, thanks to all those mistakes Han learned to control his quirk rather quick, now making sure it won't go out of control at most times. After graduating elementary school, Han started looking for a hero school he could apply for. New Heights caught his interest, as it accepted a small amount of students for its education.
Exam Report: 77 points Han utilized his quirk effectively, enhancing his body to gain enough strength to mutilate the robots. But he spent most of his time running around helping students in danger rather than destroying robots and collecting ribbons.
Had to move the wip up to avoid losing track, but I decided to stick with Jamie for now!

Costume: Jamie's costume appears to be a mix of a combat medic's uniform and a celric's robes, giving them a "battle angel" kind of appearance while keeping their black and white color scheme, with little hints of gold here and there.
Personality: At first glance, Jamie comes off as rather stoic. But that can hide the fact that he can be a selfless and kind person, putting other before him. They tend to avoid any conflict, yet don't tolerate anyone they care for being pushed around. And it's hard to break his calm, laid-back demeanor, even in battle. He'd usually the person to come to when someone needs to calm down, and he tends to hide the fact he's a big nerd.
Though no one really dares to make the healer angry.
Quirk: Heaven's Cure Type: Emitter
Effect: Whether it's an ailment or an injury, Jamie's quirk allows him to heal anyone's wounds with a golden light (think Curaga, but more subtle), given they still has the energy for doing so. A passive quirk like this gives them a bit of a disadvantage, since they've yet to master it even.
Depending on how bad the wound is, theres a chance for it to transfer to Jamie instead. Even if he can heal themself, how long it takes can be slowed, like if they were poisoned for example.
History: Compared to others, Jamie's life has been pretty normal. Well, normal for an orphan. He never knew who his parents were, or where he got his quirk from, but he never dwelled on the thought. They were sort of an outcast for a while, till they grew into a habit of helping anyone injured, or stopping fights before people were hurt. Sadly the latter didn't always work, resulting in Jamie getting hurt himself. He became a sort of caretaker for the other kids, but when did he become interested in becoming a hero?
Admittedly, they were persuaded to try and become one, despite their quirk being more for someone on the sidelines. But for a while, Jamie took up an interest in studying heroes, in a more scientific route. From the damage output of attacks, to the side effects of some quirks. Then the thought crossed his mind. That maybe they did need someone like him out there to help.
So Jamie ended up applying for New Heights the first chance he got. He was surprised when he was accepted, but wasn't sure how he will manage in the exam. So they had an idea, focus on the ribbons, help anyone who got hurt in battle. Not even he expected to make it in, and somehow Jamie got into the bottom ten.
Exam Report: Though avoiding confrontations with any and all robots, Jamie Whyte instead assisted the rest of the students during the exam with his healing quirk. He did get a few ribbons while doing so, but it was a surprising act of kindness, nonetheless.
As far as I know we'll say they all speak one language (be it English or something) for the sake of simplicity. But we could add lines of their mother tongue and stuff too possibly. I dunno.

Leo is noble and physically overbearing, forgoing pragmatism and acts according to his own impulses. While he is wild and somewhat inconsiderate to others, he is always jovial, values friendship highly, and he holds to a strong 'pride' mentality of which those who he's close to are a part of. When angered, he teeters on a fine line between being a civilized person and wild animal, sometimes letting his feral instincts get the best of him. Also, he lacks near all senses of personal boundaries, there being more than one occasion he goes wherever and whenever he likes.
HISTORY
Let no one ever tell you that Leonard Arthur Dempsey would ever trade his Quirk for someone else's. Never in a million, billion years. But would he admit that growing up with lion cub heads for hands was strange? Maybe but Simba and Aslan were his two best friends and what kid wouldn't want to have their pets go wherever he went. Being born the youngest of a busy family of twelve, Leon was doted on by all his older sisters and mom, getting even more spoiled being the only son after eleven daughters total. He was raised on bedtime stories of heroes, and as a lion the most heroic of beasts it was only natural for him to become a Pro Hero!
But this new dream wasn't without challenge set in place against Leon, already someone who has to work many times harder than the next kid just for the simple task of picking up a pencil in his hand. Academics was something that'd seem to always put a stopper to his heroic aspirations, why stay at all inside a classroom when all three would rather enjoy lazing about under the warm sun? Despite this he would persevere through, damned pencils and pens and all, and Leon now finds his path leading to New Heights, his first step to becoming a true hero to match his wild nature.

EXAM REPORT
Exam Report: Leon got off to a good, strong start with him taking down a few odd robots before Simba chipped one of his teeth bad on the metal armor of a two-pointer. At which point he ran off impulsively to get him looked at and in the process, running down more than one testee who happened to be in his way.

Description: The user’s body has sprouted a number of bulb shaped growths that resemble the bells of the venus fly trap. The user currently has five of these bulbs, two on her head, two replacing her hands, and one a tail like appendage. Each bulb has a mouth of sharp teeth and a long dexterous tentacle like tongue to seize prey. Bite strength is currently weighed at 3000 psi (roughly a hyena bite) and ‘teeth’ are constantly being replaced as needed. Limited growth and cellular swelling does provide for additional reach past what would be expected. The arms can reach three meters with the tongue extending another three meters. The user is also capable of secreting strong smells defined as attractive or repellant.
Complications: The bulbs themselves have very limited autonomy and can move and bite on their own accord, particularly when the user is not paying attention. Common counter measures are muzzles, chew toys, and dog treats. The growths on her head are the most untamed while her hands are the least. The user also has two mouths and tentacles instead of hands, making it difficult for some manipulations. The user’s body is more plantlike then human, with skin lacking pigmentation and thus looking black in color. Sunlight, water, and certain nutrients are very important for continued health.
Personality: To be honest, if Amy had her way, she’d still act like a happy cheery girl for as long as she can. She knows she needs to grow up sometime but is just trying to enjoy it while she lasts. She tries to be approachable, knowing full well that her weird features probably end up pushing people away. She’s been bullied for it, she caused her parents nothing but trouble, but she hasn’t given up yet. She wants friends, she wants attention, and most importantly she wants to help.
This drive is because she has alot of deep guilt. Even as a kid her quirk has caused alot of trouble for her already struggling family. She tries to not let it affect her every day life but it does lead to a selfless kind of lifestyle. Her natural generosity can be taken advantage of, as her drive to help and for positive attention has led her to pursue actions that she probably shouldn’t have involved herself in.
Her motivation for being a hero is a combination of proving that she’s a good person, wanting to help people, and mostly trying to help her family. If she can earn money, maybe she can repay for everything her parents did for her.
History: Amahle comes from Bloemfontein South Africa. Not the greatest most luxurious city and most of the people there were lower income earners. She inherited her quirk as a combination of her mother who had palm leaves for hair, and her father who had a set of mouths on his legs and shoulders. Neither were particularly powerful, but they were decent hard working folk, a mentality their three kids all learned.
Amy is the middle child, and her quirk really caused her family alot of trouble and financial hardship when she was figuring it out. Without hands she was considered disabled which meant the family had to get more expensive medicine and aid. The snapper gobbled up food, knocked over items, and bit people and pets. She lost count how many times her family had to apologize for her. She got into the same kind of trouble at school, a combination of misbehaving and bullying made this exceptionally difficult for her.
But she couldn’t ask for a better family, who always encouraged and forgave her. She held such guilt and gratitude that became hardworking contributing member of the community, never complaining if she had to work the poor little family shop right after school. She spent her early teens looking for a way to repay them, help them. She wrote out application after application for school to accept her for their Hero Program. She knew it was the best way for someone like her to get real money, and help out others.
New Heights gave her that opportunity.
Exam: Her score in the exam actually wasn’t too big and in a numbers game she’d be middle of the road, but her snappers did great work at doing some damage to the bots, taking ribbons, and most importantly, helping some other contestants not getting hurt. In fact she seemed to prioritize others. There was a point where all five of her snappers were on five separate robots and she decommissioned three of them at once before dealing with the other two. She was on her A game that day and the school was really impressed with her.
