Powers is intimidating. He stands at a towering 6'7", but it's not his height that is so intimidating as it is his physique. Powers is huge. Jacked, swole, ripped, shredded, whatever you want to call it, Powers is immensely muscular. Some have joked that Powers' true superpower is just scaring the bejeezus out of people with his sheer size and piercing glare. Outside of the fact that he is a human tank, other defining features of Hugo's includes his ebony skin, bald head, or his usual attire, which is usually an olive green uniform with a similarly-colored coat that resembles military fatigues.

Hugo Powers is the stuff of legends. He's your perfect rags-to-riches, nothing-to-something success story: a man born into deep poverty in the worst part of Brookside that crawled his way to the highest point in all of Castleburg. Powers' career began in the military: unable to afford a collegiate education and seeking some adventure, he enrolled in the Marine Corp and was soon dispatched to Afghanistan. Powers' excellent leadership and commendable bravery netted him countless awards, but it was the fateful Battle of Bakht-Awar that would truly change his life. During the battle, Powers' entire squad was cornered by Taliban soldiers; Powers emerged from his cover in an attempt to distract the attackers and give his soldiers a chance to escape with their lives. It was at this point that the then-22 year old Powers' superhuman abilities emerged, way later than the average superhuman. Powers would single-handedly fight off the entire attacking force with ease. For this, he earned a Medal of Honor, but now classified as a metahuman, the ICOSA Hero-Soldier Disentanglement Code forced Powers into a career change. Discharged from the military, Powers immediately signed up for HERO and adopted the name of the Warmonger.
Even if you subtracted all of Powers' achievements as a soldier, his achievements as Warmonger alone would trounce nearly every human on the planet. He was both an incredibly powerful yet disciplined combatant, the pinnacle of what a superhero should be. As a result, he became quite famous in his heyday. After 20 years of patrolling Castleburg and defeating a number of high-profile villains, Powers reluctantly accepted a promotion to become the Assistant Director of H.E.R.O., sacrificing much of his ability to work on the ground for an administrative position. After the retirement of the previous Director (and Powers' mentor, James Earl Hart, a great hero in his own right), Powers ascended to the top rank in H.E.R.O. to become the Executive Director.

Powers has been Executive Director of H.E.R.O. for nearly 12 years now. In this position, he serves as the chief decision-maker, manager, and liaison to other bodies such as I.C.O.S.A. as well as the government. Since his ascension to the rank, and despite his opposition to desk work, Hugo has been an effective taskmaster for H.E.R.O., and he has been especially determined to redeem H.E.R.O.'s reputation as a destructive agency by attempting to be more strict on those that cause unnecessary damage to the city, using the paycheck as his weapon of choice to do so, unlike the much more lenient and blasé Hart, a long-time hero himself. Through his efforts, damages have come down slightly over the years, but much to his annoyance, Powers still sees numerous complaints from ICOSA on the matter.
Despite this, Hugo has nothing been care and passion for what he does in H.E.R.O., and even with his reputation as a bit of a stickler, he has earned the respect of his subordinates for his immense talent and knowledge, his hard work, and his firm belief that H.E.R.O. is the best hero company on the planet.
Though he spends most of his time either in his office doing paperwork, going to ICOSA councils, or working behind-the-scenes for H.E.R.O. on a specific issue, Hugo often tries to find time to go out on quick excursions of heroism. He isn't really the type that enjoys sitting still too much.

Hugo's superhuman power has been termed Bulletproof, and while it's a bit of an overstatement, it's easy to see what it means. Hugo's skin and bones are both naturally infused with fibers that scientists believe to be closer to metal than flesh, thus giving Warmonger both monstrous endurance and stamina. Hugo has survived all sorts of incredible deadly occurrences with relatively minor injuries because of this power. He has been shot, bombed, hit with vehicles, slashed, smashed, and dropped from death-defying heights and has survived each of them. He is also ridiculously strong, and while his powers are not specifically strength-enhancing, nobody wants to tank a hit from a man with that much muscle and whose flesh and bones are more like titanium than meat. He is ranked as a Kappa-class hero, the ultimate proof that threat levels do not at all directly correlate to success.

Emily's appearance, compared to her direct superior, is much less prominent, to say the least. She stands at 5'6" with a build that is perhaps more muscular than the average woman of her size, but not particularly noticeable especially within H.E.R.O.'s ranks. She has long blonde hair with cherry-red tips that falls well past her shoulders, and has fair skin with frequently-blushing cheeks that matches the color tones. She has eyes that are faint blue. The 30-year-old blonde woman with the bright smile next to the bald behemoth that is over a foot taller and countless pounds heavier certainly makes an odd pairing.

Emily, under the name "Butterfly," had been a HERO for just over 10 years before being selected by Powers to succeed his previous Assistant Director, who had left the organization to work on a safari. Considering how many freaky militaristic psychos there are at H.E.R.O. (maybe not that many, but at least a good few!), the fact that Emily was the Director's first choice as his second-in-command was a bit shocking at first. However, the two have developed a great rapport and working relationship, and so the critics have since been silenced.
Emily certainly has a very different personality compared to Powers. She's friendly and bubbly on the outside, very approachable, and always willing to lend a hand. She's also much more lenient and forgiving than the more serious and strict Executive Director is. However, Emily is also a workaholic and shares in both Powers' determination to improve H.E.R.O. and industrious attitude. Emily's superpower is called Chrysalis Formation, which allows her to emit and spray a gelatinous fluid from her fingertips that hardens to a thickness much more viscous than a web. This hardened substance, which gains a crystalline sheen, is nearly impervious to all forms of damage until Emily chooses to dissolve it. This power can, and has, been used to entrap villains and Leftovers, but Emily found great success using it on the field to shield her teammates and protect them when they were grievously injured.

ALISA is HERO's artificial intelligence software. Though HERO employs a state-of-the-art R&D lab and has made numerous scientific breakthroughs, their greatest achievement was not actually their own. ALISA was discovered hosted on some hardware in the basement of what was believed to be a fairly low-tier villain and was transferred over to to HERO servers to investigate. ALISA has since become an excellent asset to the organization, with an intelligence that trounces any other artificial intelligence that has been developed. Some heroes form little teams to work together on missions and increase efficiency, and some heroes form little teams to do everything together and keep everybody else out. The Junkers are most certainly in the latter camp.
They were founded in the year 1906, making them only a couple of decades older than the organization that they were branching off from, and were formed to give the wealthier North Castle Island heroes a "refuge" from the rest of the "HERO rabble." From the start, everything about this group has been focused on exclusivity and distinguishment. Even their name- Junkers- refers not to people who pick up trash, as is a common joke among those not in the group, but to a class of wealth Prussian aristocrats pre-German unification.
The Junkers are an invite-only group of select heroes. They use their prestige and influence to hog media coverage, secure the easiest and best-scoring jobs first, and most importantly, attain incredible amounts of clout. Junkers are, by and large, media darlings, and in the world of superheroes, while just being a hero is great and all, being a superstar is where the real money is. When they're not sitting in the spotlight, the Junkers are usually lazing in their very exclusive club, the Salon Lounge, located in Kingsdale. Junker imagery is everywhere and hard to avoid, like them or not- their two-headed black eagle logo is everywhere, and it's well-known in H.E.R.O. circles that you get a black letter and a special robe once you get invited into the Junkers.
Though they have a very well-curated image in the public media, they have a much more polarizing reputation in the H.E.R.O. world. The general consensus is that either you are one, you want to be one, or you've been slighted by one in the past. The Junkers may be friendly before the cameras, but they are frequently downright mean at best and abusive at worst to those they dislike. They take a degree of distanced affection towards those they think they can groom to be good Junkers (conventionally attractive, combat-proficient, controllable, and more often than not, male), and hold the rest of H.E.R.O. in disdain for the same reasons that the Junker founders did.

ICOSA may not be an organization like HERO or the rest, but just like any thriving bureaucracy, they need a wing that can lay down the law. Enforcers. For ICOSA, the Inspector Corp are the enforcers. Consider them the Interpol of ICOSA. They're responsible for traveling the world, visiting various hero companies, and performing a variety of ICOSA-delegated tasks that range from the exhilerating, such as tracking down villains that have crossed hero company jurisdictions, to the more common and mundane, such as making sure that various hero companies are in compliance with ICOSA guidelines and investigating breaches of said law as well as organizational misconduct.
Inspectors are usually tapped out of various hero organizations for exceptional performance in their superhero work and, most importantly, having excellent managerial abilities and a fondness for bureaucracy. (It is for those reasons that a superhuman from HERO has not been approached to join ICOSA's Inspector Corp in over 2 decades). Most of their work is unrecognized, and they don't get the type of attention that proper superheroes do, but they get a nice paycheck and the ability to have authority over almost everybody.
Q. Spencer Randolph is the exception to that rule. Randolph was a hero from Great Britain's C.R.O.W.N. (Competent Rescue Organization Without Negation) organization that went by the moniker "Magician." He had a good few year run as a successful hero before being recruited to join the Inspector Corps, where his flair, abilities, and propensity to seek justice and order continued to make him a European celebrity. He's constantly travelled across the globe for his job as an Inspector and accrued a considerable fanbase behind his British charm. He's like the superhero James Bond.
Randolph is very charming and British and whatnot, but he's also a taskmaster that very much dislikes disorder and will root it out by all means necessary. His reputation precedes him; he's alleged to have totally fixed North Korea's dysfunctional hero organization and restored democracy in the country without even learning Korean. His goal is to make every hero organization as well-run and by-the-books as possible.

All of existence is built upon a force known as the Code, which as the name implies, functions as something like the code of a computer program. Magi use runes from various ancient languages to manipulate this code, inscribing them in complex arrays to add, remove, or alter various effects to whatever they're written on. Randolph uses decks of playing cards as conduits for his runecrafting, inscribing complex sigils onto them to cause various effects. Like a real magician, it requires a lot of preparation, skill, and precision, but if there was anybody that could use these abilities to their fullest, it's Q. Spencer Randolph.

I don't really have any information on her at this time. ICOSA keeps a lot of their information on their own operatives under lock-and-key. What I do know is that she is a Cuban émigré that was not affiliated with any hero company before joining ICOSA. She also hasn't been with ICOSA for too long, only a couple of years, and probably worked some type of non-combat bureaucracy job before joining the Inspectors. Almost all Inspectors are metahumans, but due to a lack of anything concrete, I can't say for sure what her abilities are, if she has any.
Based on some internet chatter I've been able to pick up on, she's apparently very capable and dangerous. I'll update with more information when I get the chance.

"She's not built like a hero, and her powers don't strike fear into villains, but I wouldn't have allowed her to sign up if I didn't think she had what it takes. Her powers, with further honing, could be a game-changer for deducing villainous activities and Leftover flareups, not to mention its close-combat implications. That being said, she's very much a work-in-progress. Needs more training to be truly effective."
